Section III: Rent Supplement and Rental Assistance Payment ProjectsResidents that were previously issued TPVs will be considered continuing participants and no recertificationmust be done at the time of conversion, provided that the PHA has completed anincome re-certification within the past 12 months from the date of conversion. However, if thevouchers were provided as EVs due to a preservation-eligible mortgage prepayment, the PHAwill perform income verification to determine if the families that received EVs meet the lowincomerequirements for the PBV program. Subsequent to all conversions, households will berequired to comply with income re-certification as required under the PBV program.The owner is advised that the final number of units where assistance is converted may changebetween the time the owner submits the request to the PHA and the time the PHA and the ownerexecute the PBV HAP contract, due to higher than expected tenant non-consent or tenants whovacate the unit with their vouchers or where EV holders have elected to remain in their unit withEV assistance. Any household that has consented would relinquish its voucher at the time ofconversion. However, residents retain the right to move from the property with their voucherassistance or remain with EV assistance, up until the time the PBV HAP contract is executed. Ifa household with a TPV moves from the property prior to the execution of the PBV HAPcontract, the unit that was occupied by that household will not receive assistance under the PBVHAP contract. Only income-eligible households that consent to the conversion will receiveassistance under the PBV HAP contract.3.7.1 Submission of Requests for Retroactive ConversionsA Rent Supp or RAP project owner must submit their request to the PHA administering theTPVs to convert such assistance to PBV assistance, and submit a complete copy to HUDHeadquarters by email to <strong>RAD</strong>@hud.gov. Owners are strongly encouraged to contact the PHAearly in the process to determine if the PHA administering the TPVs is interested in approvingthe PBV <strong>RAD</strong> request. The owner may request conversion of TPVs that were issued to residentsof the project following a contract termination that occurred on or after October 1, 2006. Theowner’s request must include the following information:A. Statement Requesting Conversion of TPV Assistance to PBV AssistanceThis narrative statement must:1. Identify the households for which a conversion of TPVs to PBVs is requested. Theowner must list the specific households, by name and unit number, that receivedTPVs because of a contract termination due to prepayment or contract expiration thatoccurred on or after October 1, 2006 and who still reside at the project with HCVassistance. Additionally, the owner must supply supporting documentation that thesehouseholds have consented to conversion of the TPV assistance to PBV assistance, asdescribed below.<strong>PIH</strong>-<strong>2012</strong>-<strong>32</strong> (HA) Rental Assistance Demonstration – Final Implementation 139
