Section I: Public Housing ProjectsCHAP Unit Commitment Targets during the Initial Application Period—applicationsthat are not selected will be placed on a waiting list in rank order.Following the review and selection of applications submitted during the InitialApplication Period, HUD will post a summary of applications selected for award,total units by pool, and waiting list status for all other qualified projects. Allapplicants will be notified of their status after the 30-day review period. For eachproject selected, HUD will notify the applicant of CHAP award via an award letter.2. Ongoing Application Perioda. The Ongoing Application Period commences on October 25, <strong>2012</strong> (91 days from thedate of issuance of this <strong>Notice</strong>). All applications submitted during the OngoingApplication Period will compete on a first-come, first-serve basis, i.e., ranking factorswill not apply, but any applications submitted during the Initial Application Periodand placed on a waiting list will receive priority. An application submitted during theInitial Application Period, rejected, and resubmitted during the Ongoing ApplicationPeriod will be considered solely in accordance with its date of resubmission.All applications submitted during the Ongoing Application Period will be reviewed inthe order in which they are received. 49Applications that HUD determines to meet the threshold criteria for eligibility will beplaced into their applicable pools. Applications that fall into oversubscribed poolswill be placed on the end of the waiting list in the order in which they were receivedelectronically. Applications that fall into pools with available awards under the CHAPUnit Commitment Targets will be selected for CHAP awards in the order in whichthey were received until the Targets are met. To utilize all available units, HUD maymake minor modifications to some or all of the caps for the pools in order toaccommodate the number of units represented by the actual applicant properties.b. If the applications submitted within the Initial Application Period do not producesufficient qualified applications to meet the CHAP Unit Commitment Targets in anyof the pools, HUD will combine the waiting lists from the 12 original pools into fourconsolidated pools by Census Region (see below). Waiting list applications from theoriginal pools will be reordered according to their rank, i.e., by ranking points theyreceived (if they were submitted during the Initial Application Period) and then by thedate and time that they were submitted (if they were submitted during the Ongoing49 HUD will begin the review of applications submitted during the Ongoing Application Period only after it hascompleted its review of applications submitted during the Initial Application Period.
