The Supreme Court refused toparticipate in a panel formed by the Ministry of Foreign Affairs to debate ways ofimplementing the commission’s recommendations, arguing the final court decisionwas not subject to discussion. The Inter-American Court will decide for thefirst time whether such discrimination violates the American Convention onHuman Rights.226
