The country’s more than 660,000 migrant domesticworkers constitute nearly a third of the work force in this small Gulfcountry of only 1.3 million citizens. But domestic workers areexcluded from the labor laws that protect other workers. They haveminimal protection against employers who withhold salaries, forceemployees to work long hours with no days off, deprive them ofadequate food, or abuse them physically or sexually.
