But it isa power problem for the American Union and an infinite danger for oldEurope. Not in the number of the population lies the worth orworthlessness of the whole mass, but in the qualities of the individual;not the sum value is decisive, but the specific value. If you want <strong>to</strong>mobilize Europe against this danger, you will not do it by a mingling ofvaluable and inferior, but only under the leadership of a state which actsconsciously according <strong>to</strong> racial laws.Since Hitler, when he speaks of force, value, and higher culture, reallymeans murder and homicide, if possible on a mass basis, he addsnonchalantly: 'If Germany should get a million children each year andeliminate seven <strong>to</strong> eight hundred thousand of the weakest, in the end theresult would be an increase of power.' Seven <strong>to</strong> eight hundred thousandmurders a year — that is what he means by 'in accordance with raciallaws'; he was in deadly earnest and found the omission of these murderscriminal: 'The clearest racial state of his<strong>to</strong>ry, Sparta, carried out theseracial laws systematically. In our country the opposite is donesystematically. By our modern humanitarian drivel, we strive <strong>to</strong>preserve the weak at the expense of the healthy. . . . We slowly cultivatethe weak and kill the strong.' And the whole far-reaching import ofthese speeches on power and race is summed up in one sentence: 'Itdoes not cost more blood <strong>to</strong> win the land that we need for bread than isnow removed from life and suppressed by artificial reduction of birth.'The opportunity <strong>to</strong> spend blood for land he saw approaching in theshape of a war in which at least England, perhaps all Europe, allied withJapan, would march against the American menace. This American warwould give Germany an opportunity for decisive action.At the beginning of 1930, the Washing<strong>to</strong>n Naval Conference convenedagain, this time in London, attended by the five first navalpowers. Its purpose might have been called cheap world domination, orrather, distribution of world domination at low cost.
