Provost. Teaching will be measured equallyaccording to both total course enrollmentsand total credit hours taught. An enrollmentmanagement committee will advise theProvost’s office on how changes in credithours, course enrollments and college enrollmentsshould affect the distribution of tuitionwith decisions to be made by the Provost.e. All tuition received by the School of ContinuingEducation and Summer Sessions (CESS) willflow to CESS and will not be included in thismodel (i.e. summer and winter sessions andacademic year non-degree students enrolledthrough CESS). Athletics/Physical Educationwill receive an allocation rather than tuitionrevenue.2. Financial Aida. The financial aid office will continue to packagestudents using <strong>Cornell</strong>’s need-based policy.b. The financial aid costs will be pooled and distributedacross all colleges that admit or teachundergraduate students based on their proportionateshare of the undergraduate studenttuition.i. Centrally held endowments will be used toreduce the amount of financial aid billedto the colleges.ii. An additional “imputed financial aid” billwill be calculated as the campus-wide discountrate multiplied by the gross contractcollegetrue up value. This too will bedistributed to the colleges based on theproportionate share of undergraduate tuitionthey receive. This imputed financialaid will then be returned to the stateallocation pool.iii. Units will be able to pay the bill using allavailable resources within resource regulationsand restrictions. It is expected thatcollege specific endowments for grant aidwill be the first source of payment, butwill not be a pooled resource. This is anexplicit bill, and the credit will be shownas payment toward the amount due.c. Units charging non-tuition fees that impactfinancial aid will also receive financial aidbills in order to fairly distribute the aid costs,thereby reducing the financial aid distributedto colleges and schools.3. Graduate Tuitiona. Graduate research tuition for each studentwill, in general, be returned to the unit payingthe student’s expenses. (For GRA’s, the collegeholding the sponsored account will pay andreceive tuition. For TA’s, the college providingthe TA package pays and receives the tuition.For external fellowships, the college of thespecial committee chair pays the balance oftuition not provided by the fellowship and receivestuition revenue. For <strong>University</strong> and Diversityfellowships provided by the GraduateSchool, the college of the special committeechair pays and receives tuition. For fellowshipsprovided by the college, the college processingthe appointment pays and receives tuition. If thestudent is self-funded, tuition will be returnedto the unit of the special committee chair.)Graduate research degrees include the M.A.,M.S., and Ph.D. Additionally, tuition for Tier 3professional degrees will be returned to thecolleges in the same manner (M.F.A., D.M.A.,and J.S.D.).i. Individual colleges will manage and fundall tuition waivers for degree and visitingnon-degree graduate students.ii. Individual colleges will manage and fundall tuition waivers, stipends, and health insurancefor TA, RA, and GRA assignments.iii. The Graduate School will administer universityand diversity fellowships that covergraduate student stipend and health insurance;individual colleges are responsiblefor tuition for these fellowship students.(Professional masters students will not beeligible for these fellowships.)iv.
