The New <strong>Budget</strong> Model24external fellowship awards meeting certaincriteria: (1) the external award must provideat least 50% of the 9-month stipend andannual health insurance and the awardmust be available to students in multiplecolleges (or 50% of one-semester stipendand annual health insurance to qualify fortop-off to the single semester level); or (2)if the external award does not meet the 50%criterion as above, the Graduate Schoolmay top-off the award if it contributes tothe university’s ability to address diversitygoals in graduate education. For all top-offsituations, individual colleges are responsiblefor all tuition not covered by theaward. Top-offs for NIH first-year traininggrant stipends and for NSF Graduate ResearchFellowships are included under thispolicy. If a graduate field or departmenthas a question about whether a certaintype of fellowship award is eligible for topoffaccording to this policy, please consultwith the Graduate School Associate Deanfor Administration. Costs for supplementationof graduate stipends and health insurancefor external awards meeting thefirst criterion above will be distributed byAllocated Costs principle 5c. Stipends andhealth insurance meeting the second criterionwill be funded by the USP tax.v. This tuition will not be subject to the USP tax.b. All Professional Masters programs and professionalstudent tuition (except for Tier 3 professionaldegrees as above) will be returned tothe home college for the degree program afteran assessment is deducted for the USP. The USPtax rate shall be the same for both undergraduateand professional student tuition and shallbe on the gross tuition for both undergraduateand professional students.i. Shared teaching and funding agreementsfor out of college enrollment will be managedbetween the college deans and businessofficers, under the principle that theenrolling (home) college, which receivesthe tuition, will reimburse the teachingcollege based on the percentage of coursesin the program taken in other colleges, netof financial aid. This percentage will becomputed by averaging the percentages ofcredit hours and of course enrollments.ii. All financial aid expenses will be borne bythe college of enrollment, except that thiswill affect the reimbursements to theteaching college as stated above.4. Operations and MaintenanceOperations and maintenance (O&M) expenseswill be distributed and paid by all units that haveassigned space, using a university-wide per-squarefootcharge for all space as identified in the universityspace database maintained by Facilities &the Division of <strong>Budget</strong> & <strong>Plan</strong>ning. This chargewill reflect averaged costs for the entire campusnot actual costs for individual buildings except asnoted below.a. State appropriation for O&M will be distributedto contract colleges except for O&M related toBailey Hall, Barton Hall, Biotech, and the BoyceThompson Institute (BTI).b. There will be two rates – contract college(without benefits) and endowed (with benefits).Critical maintenance costs will be spread onlyto endowed units since contract college criticalmaintenance funds are received from the statevia the State <strong>University</strong> <strong>Capital</strong> Fund (SUCF).c. All space will be charged by square foot, technicalcomplexity, and room type. The standardof care will be set in the rate structure. Ratedifferentials will be developed by Facilities andapproval will follow the Interdepartmental FeeCommittee review process.d. All utilities use will be billed per buildingbased on metering.e. Building care will be based on full-time equivalent(FTE) assigned per facility plus materialsand supplies. There will be two rates –contract college (without benefits) andendowed (with benefits).f. Public facilities will be included in the cost
