Rules and Regulations 231(c) To issue and cause to be served complaints, to amendcomplaints, and to conduct hearings upon such complaints, inaccordance with Section 10 (b) of the Act.(d) To have access to and the right to copy evidence, to administeroaths and affirmations, to examine witnesses, and toreceive evidence, in accordance with Section 11 (1) of the Act.SEC. 2. Powers and duties of Examiners.—All Examiners now orhereafter in the employ of the <strong>Board</strong> are herewith designated by the<strong>Board</strong> as its agents:. (a) To prosecute any inquiry necessary to the functions of the<strong>Board</strong>, in accordance with Section 5 of the Act.(b) To investigate concerning the representation of employees(including the taking of secret ballots of employees) in accordancewith section 9 (c) of the Act.(c) To have access to and the right to copy evidence, and toadminister oaths and affirmations, in accordance with Section 11(1) of the Act.SEC. 3. Powers and duties of attorneys.—All attorneys now or hereafterin the employ of the <strong>Board</strong> are herewith designated by the<strong>Board</strong> as its agents:(a) To prosecute any inquiry necessary to the functions of the<strong>Board</strong>, in accordance with Section 5 of the Act.(b) To investigate concerning the representation of employees(including the taking of secret ballots of employees) and conducthearings in connection with such investigation, in accordance withSection 9 (c) of the Act.(c) To amend complaints issued under Section 10 (b) of theAct and to conduct hearings upon complaints issued in accordancewith Section 10 (b) of the Act.(d) To have access to and the right to copy evidence, to administeroaths and affirmations, to examine witnesses, and to receiveevidence, in accordance with Section 11(1) of the Act.SEC. 4. Special designation of agents.—The foregoing designationsshall not be construed to limit the power of the <strong>Board</strong> to make suchspecial designation of agents as may in its discretion be necessary orproper to effectuate the purposes of the Act.
