RADIO TELEFÍS ÉIREANNOperational ReviewRTÉ NetworkCompetitive IssuesRTÉ’s Broadcast Transmission Network(RTÉNL) is an RTÉ subsidiary company whichalso provides ancillary mast and tower rentalservices to a range of telecommunicationsservice providers and operators.There is little growth in Analogue TelevisionTransmission services as very few suitablefrequencies are available and the switchoverof frequencies to digital transmission isanticipated.In overall terms the market for mastand tower rental services is growing,but remains very competitive due to theincreased number of mast sites becomingavailable. RTÉNL’s infrastructure is primarilysituated at high and remote locations thatare not appropriate for some modern digitaltechnologies, such as 3G, which requirecompact cell sizes local to the consumer.Commercial RevenueThe expansion of revenue from existingcustomers is limited, with growth driven by asteady overall increase in services providedacross all markets. In 2007 a number ofnew customers were secured in the regionaland local radio market. Digital VideoBroadcasting - Handheld (DVB-H), whichis TV on mobile phones, made an entry tothe Irish market with some positive testsand trials in 2006. These trials continuedthroughout 2007 and the outlook for thetechnology in Ireland is positive. At this earlyjuncture, however, it presents only limitedrevenue generating impact.Operational IssuesOverall system availability in coverage areasfor television and radio broadcasting is againcomparable with previous years running at99.9%.The detailed examination of Digital AudioBroadcasting (DAB) that RTÉ and RTÉNLcommenced in 2006 was expandedand continued throughout 2007. Twomultiplexes carrying 20 radio channels werebroadcast from RTÉNL’s Three Rock andClermont Carn sites to provide a digital radioservice to Louth, Meath and the greaterDublin area.The replacement transmitter for Long-Wave252 was switched on in early 2007. Thenew unit is also Digital Radio Mondiale(DRM) compatible, an open standard digitalradio system for short-wave, AM/mediumwave and long-wave usage which is capableof delivering higher quality sound and hasthe option of adding two side channelsand data. Currently DRM receivers are notwidely available in Ireland.Digital Terrestrial TelevisionDCENR has continued its Digital TerrestrialTelevision (DTT) trial service from theRTÉNL transmission sites at Three Rockand Clermont Carn. The system carries acompelling number of channels including allthe national television and radio services.In addition to transmission the system hasbeen used throughout the year to testconditional access arrangements, differentcompression standards, high definitiontelevision and modulation variations.The introduction of DTT and the switchoffof analogue television services arebeing implemented across Europe. Newlegislation enacted in Ireland in 2007 pavesthe way for Ireland to also migrate to DTT.DTT offers the following advantages overthe traditional Analogue television system:• Extra TV channels as standardWithin each multiplex it will be possible todeliver a number of television and radioservices. It is expected that two HighDefinition (HD) television services or up toeight Standard Definition (SD) televisionservices will fit in a multiplex (and/orvarious combinations of HD and SD).• Subscription channelsIt is likely that a number of subscriptionservices will be available in addition toFree-To-Air services. If a viewer choosesto take out a subscription, it will bepossible to access dedicated televisionservices including sport, films, musicchannels, and also access to services thatallow viewers to watch what they want,when they want.• Improved qualityDigital TV will improve the quality oftelevision picture and sound.• New featuresWill include television listings on-screen,true widescreen picture, enhancedteletext and red-button interactivity.• Access servicesDTT incorporates the potential to makespecial features for people with visual andhearing impairments available, such asaudio description and subtitling.DCENR has continued its DigitalTerrestrial Television (DTT) trial servicefrom the RTÉNL transmission sites atThree Rock and Clermont Carn.In 2007 RTÉ Radio and RTÉNLcontinued tests of digital audiobroadcasting (DAB) on a singlefrequencynetwork with coverage inLeinster.20
