<strong>Roman</strong> <strong>Catholic</strong> <strong>Faithful</strong>, Inc. / AMDG May 2004 <strong>Albany</strong> newsletterAs quickly as Bishop Hubbard's talents wererecognized <strong>in</strong> <strong>Albany</strong>, they were recognized <strong>in</strong> Wash<strong>in</strong>gton.Although he had always had difficulty accept<strong>in</strong>gHumanae Vitae, say<strong>in</strong>g it created “a vastcredibility problem for the Church,” he became a<strong>Catholic</strong> representative for President Jimmy Carter’sWhite House Conference on Families. <strong>The</strong>re, heearned some notoriety for say<strong>in</strong>g he could not accepta traditional def<strong>in</strong>ition of the family.His expertise <strong>in</strong> family matters led to a positionon the Advisory Council of the National Organizationon Adolescent Pregnancy and Parent<strong>in</strong>g, Inc.(NOAPP), whose “vision” calls for an end to sexism,total contraceptive availability for teens, tolerance ofhomosexuality, sex education to all schools, K-12,and a def<strong>in</strong>ition of the family as “two or more peopleliv<strong>in</strong>g together.”In the 1990 NCCB Membership Directory,Bishop Hubbard is listed as be<strong>in</strong>g on the Adm<strong>in</strong>istrativeCommittee of the NCCB and on the Bishops’Welfare Emergency Relief Committee; as an adviserto the NCCB’s Ecumenical and Interreligious AffairsCommittee and to the Science and Human ValuesCommittee; a member of the 1990 Special AssemblyCommittee, the Marriage and Family Life Committee,and the Priorities and Plans Committee.He also contributes his services to the UnitedStates <strong>Catholic</strong> Conference, and is a member of itsAdm<strong>in</strong>istrative Board, as well as to the Campaign forHuman Development, the Education Committee, andthe Priorities and Plans Committee, accord<strong>in</strong>g to theNCCB Directory.<strong>The</strong>re are few other Bishops who appear toreceive as many assignments with the Church’s nationaloffices, or who have the opportunity to <strong>in</strong>fluencethe agenda of the <strong>Catholic</strong> Church <strong>in</strong> the UnitedStates.A preview of that agenda might be discernedby a close exam<strong>in</strong>ation of Bishop Hubbard’s <strong>in</strong>itiatives<strong>in</strong> his own Diocese, regard<strong>in</strong>g marriage andfamily life, education, liturgy, vocations, and parishlife.As one layman stated, “<strong>The</strong>re’s a lot you cansay about the Bishop’s leadership <strong>in</strong> <strong>Albany</strong>: thesteady decl<strong>in</strong>e of the Diocese, the schools and parishesclos<strong>in</strong>g, the encouragement of actual heresy.This is a Church that is dy<strong>in</strong>g. <strong>The</strong>re is no vitality.That’s worrisome to many here.”<strong>Albany</strong> Newspaper’s Profile Of Diocese RevealsDrastic Decl<strong>in</strong>e“<strong>The</strong>re’s an atmosphere of utter hopelessnessabout this whole th<strong>in</strong>g,” said <strong>Albany</strong> <strong>Catholic</strong> TomCoffey. He was reflect<strong>in</strong>g on a series of articles,“<strong>Albany</strong> Diocese <strong>in</strong> the ‘90s,” which appeared <strong>in</strong> the<strong>Albany</strong> Times Union the week of Feb. 17th.<strong>The</strong> series, which opened with a graphic detail<strong>in</strong>gof the decl<strong>in</strong>e of the Diocese, presents a pictureof the Diocese that is “deplorable,” said PaulKer<strong>in</strong>.“<strong>The</strong> series shows the deep malaise of theChurch here that has occurred as a consequence of themis<strong>in</strong>terpretation of the documents of Vatican II, thelack of strong leadership on the part of the Bishop,and his neglect of his role as ruler, teacher, and sanctifier,”added Ker<strong>in</strong>.In a comparison of diocesan statistics from1965 to 1990, the vast decl<strong>in</strong>e <strong>in</strong> the Church is obvious.“To say that it all happened before Bishop Hubbardstarted his reign is to be very uncharitable to hispredecessors,” said Ker<strong>in</strong>.Accord<strong>in</strong>g to statistics supplied by the <strong>Albany</strong>Diocese, <strong>in</strong> 1965, there were 397,894 <strong>Catholic</strong>s<strong>in</strong> a total population of just over a million. While the<strong>Albany</strong> area has grown by half-a-million, the <strong>Catholic</strong>population is now listed at 408,648.But accord<strong>in</strong>g to Tom Coffey, “that figure of408,000 <strong>Catholic</strong>s has been static for years. I don'tth<strong>in</strong>k anyone <strong>in</strong> the Diocese knows how many <strong>Catholic</strong>sthere are. If the Bishop and the clergy designedsome k<strong>in</strong>d of test to determ<strong>in</strong>e who is a <strong>Catholic</strong>,they’d get nowhere near that.”Nevertheless, the statistics also show:In 1965, there were 207 parishes; <strong>in</strong> 1990, 196.<strong>The</strong> number of priests has dropped from 426 to 255.Religious Brothers dropped from 144 to 66.Religious Sisters (nuns) dropped from 1,875 to 1,178.<strong>Catholic</strong> elementary schools dropped from 106 to 44.<strong>Catholic</strong> high schools dropped from 25 to 7.Teach<strong>in</strong>g priests and Brothers dropped from 247 to28.Teach<strong>in</strong>g nuns dropped from 1,348 to 83.<strong>The</strong> number of lay teachers <strong>in</strong>creased from 400 to28
<strong>Roman</strong> <strong>Catholic</strong> <strong>Faithful</strong>, Inc. / AMDG May 2004 <strong>Albany</strong> newsletter552.Students <strong>in</strong> <strong>Catholic</strong> schools decl<strong>in</strong>ed from 51,131 to12,261.Public school students attend<strong>in</strong>g <strong>Catholic</strong> religiouseducation have decl<strong>in</strong>ed from 39,200 to 38,398.Retreat houses and houses of prayer have <strong>in</strong>creasedfrom 4 to 7.Sem<strong>in</strong>aries and novitiates for priests and Brothers hasdropped from 12 to zero.Baptisms (<strong>in</strong>fants and adult converts) have droppedfrom 12,950 to 6,227.<strong>Catholic</strong> marriages have dropped from 4,208 to 2,659.<strong>The</strong> deaths of <strong>Catholic</strong>s have dropped from 4,602 to4,596.“I th<strong>in</strong>k we have a very vibrant Diocese,”Bishop Hubbard told Times Union reporter Tim Beidel,“and I th<strong>in</strong>k that we’re a Diocese that’s kept pacewith the needs of the times and the needs of the people.”While the Bishop is fac<strong>in</strong>g the reality that heis go<strong>in</strong>g to have to close some churches because ofthe decl<strong>in</strong><strong>in</strong>g numbers of <strong>Catholic</strong>s and clergy availableto staff parishes, and because churches dra<strong>in</strong> f<strong>in</strong>ancialresources that should be go<strong>in</strong>g to service projects,he is confident, accord<strong>in</strong>g to Beidel, that “theChurch of the 1990s may see even more rapid implementationof the Second Vatican Council reforms thatallow a greater role for lay people.”Hubbard also told Beidel that “maybe it hasbeen the work of the Holy Spirit that there has been ashortage (of priests) at this po<strong>in</strong>t <strong>in</strong> history.“Perhaps the renewed opportunities for m<strong>in</strong>istryon the part of the laity of the Church that theSecond Vatican Council permitted would not havebeen actualized if we had the abundance of clericaland vowed m<strong>in</strong>istries that we had <strong>in</strong> the 1940s and1950s.”Concern<strong>in</strong>g the impact dissent has made <strong>in</strong>the <strong>Albany</strong> Diocese, and the fact that many <strong>Albany</strong><strong>Catholic</strong>s do not accept Pope Paul VI's teach<strong>in</strong>g onthe transmission of life, Bishop Hubbard told reporterBeidel: “<strong>The</strong>re is no question that the reality of pickand-choose<strong>Catholic</strong>s is part and parcel of the life ofthe Church today,”<strong>The</strong> Bishop said that there is so much confusionon the Church’s moral teach<strong>in</strong>g because mostadults have only “an eighth-grade knowledge of theirFaith.”<strong>The</strong> Times Union series, “while not shedd<strong>in</strong>gany constructive light on diocesan organizations,”accord<strong>in</strong>g to Paul Ker<strong>in</strong>, “does show how the wholeChurch here is fall<strong>in</strong>g apart, and how the Bishop cont<strong>in</strong>uesto hasten the process.”Part II<strong>The</strong> Problem of Dissent“Bishop Hubbard has always had a problemwith Humanae Vitae” - Tom Coffey, <strong>Catholic</strong> Layman<strong>The</strong> year Bishop Howard Hubbard was <strong>in</strong>stalledas Bishop of <strong>Albany</strong> was a pivotal year for theChurch <strong>in</strong> the United States. In 1977, the attacks onPope Paul VI escalated dur<strong>in</strong>g what would be the lastfull year of his embattled Pontificate, and the <strong>Catholic</strong><strong>The</strong>ological Society of America released the notoriousHuman Sexuality. Msgr. George Kelly has describedthat work as “the climax of an orchestratedvolley of shots aga<strong>in</strong>st the Church’s sexual ethics.”<strong>The</strong> book, eventually condemned by theAmerican Bishops, sanctioned not only contraception,but sterilization, artificial <strong>in</strong>sem<strong>in</strong>ation, mateswapp<strong>in</strong>g,adultery, premarital <strong>in</strong>tercourse, homosexuality,masturbation, patient-therapist sex, andeven left the door open for bestiality.Human Sexuality, said Msgr. Kelly, is “anexplicit effort to overturn the 2,000-year tradition ofthe Church <strong>in</strong> the name of Christianity.”<strong>The</strong> chairman of the CTSA committee thatwrote the book was Fr. Anthony Kosnick, a professorat Sts. Cyril and Methodius Sem<strong>in</strong>ary <strong>in</strong> the DetroitArchdiocese. One of Bishop Howard Hubbard’s firstreveal<strong>in</strong>g acts as Bishop was to sanction Kosnick's<strong>Albany</strong> appearance.<strong>The</strong>re, Kosnick spoke <strong>in</strong> a public forum,granted an <strong>in</strong>terview to <strong>The</strong> Evangelist (the diocesannewspaper), and addressed an assembly of priests.Accord<strong>in</strong>g to one report, Bishop Hubbard told theassembled priests that Human Sexuality would be“the source” for their pastoral counsel<strong>in</strong>g.At <strong>The</strong> Head Of <strong>The</strong> ListThat was also the year many <strong>Albany</strong> <strong>Catholic</strong>sbegan to take notice of the revolution tak<strong>in</strong>g place<strong>in</strong> <strong>Catholic</strong>ism. Many of those who are now activemembers of the Coalition of Concerned <strong>Catholic</strong>s <strong>in</strong>the <strong>Albany</strong> Diocese became alarmed when they saw29
