µg/m 3 to 69 µg/m 3 , 29 µg/m 3 to 37 µg/m 3 , 9.7 µg/m 3 to 11.1 µg/m 3 and 11.5 µg/m 3 to12.6 µg/m 3 respectively. AAQ modeling study indicates that the maximum incrementalGLCs after the proposed project would be 10.77µg/m 3 , 1.7µg/m 3 , 22.6µg/m 3 and23.9µg/m 3 with respect to PM 10 , PM 2.5 ,SO 2 and NO x respectively. The resultantconcentrations are within the NAAQS.The total fresh water requirement of 3,500 m 3 /day will be sourced from KagnaRiver. The total wastewater generated will be about 1,058m 3 /day. Rain water harvestingis also proposed. The cooling tower blow down, boiler feed, filter backwash and servicewater will be diluted in common basin and used in cement plant, dust suppression andworkshop. The DM plant water will also be used similarly after neutralization. Thewastewater from workshop will used for greenbelt development after the removal of oiland grease. Sewage will be treated in STP and used for greenbelt development.The solid waste in the form of dust collected in the air pollution control equipmentin the cement plant will be recycled back to the process. Refractory are one of the solidwastes generated from the kiln section and will be disposed to outside agencies due tohigh recycling value. Solid waste generated from colony and sewage treatment plant willbe disposed after segregating the waste into bio-degradable and non-degradable. Biodegradable waste will be composted and non-degradable waste will be land filled atidentified areas. Fly ash generated in the power plant will be consumed in the cementplant totally.The Committee deliberated on the issues raised during the Public Hearing / PublicConsultation meeting conducted by the Karnataka State Pollution Control Board on 18 thJuly,2012. The issues raised in the public hearing were regarding payment of morecompensation for the land per acre and employment to the local farmers or people, totake measures for the controlled blasting at minimum vibration, to provide health carefacilities, education & infrastructure facilities, electricity to the villagers, water supply,precautions for prevention of pollution etc.which were addressed in the EIA/EMP report.After detailed deliberations, the Committee found the EIA/EMP report adequateand suggested to stipulate following specific conditions alongwith other environmentalconditions while considering for accord of environmental clearance for the Cement Plantand CPP:i. Continuous stack monitoring facilities to monitor gaseous emissions from theprocess stacks shall be provided. After expansion, limit of PM shall be controlledwithin 50 mg/Nm 3 by installing adequate air pollution controlsystem. Electrostatic precipitators to clinker cooler, bag house to raw mill/kilnand bag filters to coal mill and cement mill. Low NO X burners should be providedto control NO X emissions.ii.iii.Possibilities shall be explored for the proper and full utilization of gasesgenerated from the kiln in waste heat recovery boiler (WHRB) and a feasibilityreport shall be prepared and submitted to the Ministry and its Regional Office atBangalore within 3 months from the date of issue of the letter.The National Ambient Air Quality Standards issued by the Ministry vide G.S.R.No. 826(E) dated 16 th November, 2009 shall be followed.
