Spentlees, effluent from bottle washing, utilitiesand cogeneration unit should be treated in effluent treatment plant (ETP) and waterquality of treated effluent should meet the norms prescribed by CPCB/SPCB andrecycle/reuse.viii. Spent wash should be stored in impervious lagoon with HDPE lining as per CPCBguidelines and should be kept in proper condition to prevent ground waterpollution. Storage capacity of spent wash lagoon should be for 5 days.ix. No effluent from distillery and co-generation power plant should be dischargedoutside the premises and Zero effluent discharge concept should be adopted.x. Adequate numbers of ground water quality monitoring stations by providingpiezometers around the project area should be set up. Sampling and trend analysismonitoring must be made on monthly a basis and report submitted to SPCB andthis Ministry. The ground water quality monitoring for pH, BOD, COD, Chloride,Sulphate and total dissolved solids should be monitored.xi. No storage of wet cake should be done at site. An additional dryer should beinstalled so that at any time wet cake is not sold then wet cake should beconverted into dry cake by operating additional dryer.xii. Biomass storage should be done in such a way that it does not get air borne or flyaround due to wind.xiii. Fly ash should be stored separately as per CPCB guidelines so that it should notadversely affect the air quality, becoming air borne by wind or water regime duringrainy season by flowing alongwith the storm water. Direct exposure of workers tofly ash & dust should be avoided.
xiv. As proposed, ash will be transferred in the covered truck. Ash shall be transferredto the brick manufacturing unit/cement plant. A tie-up should be made with brickmanufacturer.xv. Occupational health surveillance programme should be undertaken as regularexercise for all the employees. The first aid facilities in the occupational healthcentre should be strengthened and the regular medical test records of eachemployee should be maintained separately.xvi. Dedicated parking facility for loading and unloading of material should be providedin the factory premises. Unit should develop and implement good trafficmanagement system for their incoming and outgoing vehicles to avoid congestionon the public road.xvii. As proposed, thick green belt will be developed in 9 acres land as per the CPCBguidelines in consultation with DFO. Thick greenbelt with suitable plant speciesshall be developed all round the plant boundary to act as noise attenuator and tomitigate the odour problem.2.2.15. (TOR to EC).The project authorities and their consultant(Kadam Environment Consultants)gave a detailed presentation on the salient features of the project and proposedenvironmental protection measures to be undertaken as per Draft Terms of References(TORs) awarded during the 21 st Meeting of the Expert Appraisal Committee (Industry)held during 23 rd –24 th March, 2011 for preparation of EIA/EMP.All the Offshore andOnshore oil and gas exploration, development and production projects are listed at S.N.1(b) under Category ‘A’ and appraised at the Central level.M/s Selan Exploration Technology Limited have proposed for the drilling ofadditional 14 Appraisal cum Development Wells in Lohar Oil & Gas field Block, CambayBasin (On-shore), District-Mehsana, Gujarat. The Lohar oil & gas field block wasawarded to SELAN Exploration Technology Ltd. for development & production of Oil &Gas by Govt. Of India and Production Sharing Contract (PSC) signed on 13.3.1995.Environmental clearance has been accorded by the Ministry for drilling 5-8 wells in LoharOil & Gas field Block vide Ministry’s letter No.J-11011/441/2007-IA-(ii)-I dated 26 thOctober, 2007. Till date, 4 wells in Lohar field are drilled. 14 wells will be drilled duringproposed programme upto 2000 m depth below the ground level in the existing Loharfield in village Daran Morva, Lohar Manipur, Kesanpura, Meda,Tehsil Kadi,DistrictMehsana. Total project area is 5 sq.km. Total cost of the project is Rs 73 Crores. Thollake bird sanctuary is located within 10 Km from the block boundary. However, no wellhas been proposed within 10 Km from Thol lake bird sanctuary.
