Small and Medium Enterprises In the Era <strong>of</strong> Globalisation 13institutions needs to consider non-financialparameters and management competencies,while evaluating loan proposals <strong>of</strong> SME units.Export-Import Bank <strong>of</strong> India, Mumbai incollaboration with International Trade Centre,Geneva has implemented an uniqueenterprise management developmentservices programme, which is an IT-based tool,loan.com to enable SMEs to prepare businessplans with international market in focus. Thisis implemented as a pilot project for SMEs atpresent, and needs to be extended to moreregions. The working group on credit flow toSMEs under the chairmanship <strong>of</strong> K.C.Chakrabarty and the Prime Minister’s TaskForce on SMEs have suggested a number <strong>of</strong>measures for sustained development <strong>of</strong> theSME sector. These included establishment <strong>of</strong> afew funds in the SME sector for specificpurposes. Action is to be initiated on a prioritybasis to implement these recommendations.Pro-active Role <strong>of</strong> Industry Associations /Cluster Associations : It is suggested that thekey associations at the state level / clusterassociations at the cluster level should takethe lead in implementing various programmesin the interest <strong>of</strong> their members. Proactivenessfrom their side will enable theinstitutions concerned to perform in anappropriate manner, review the performance<strong>of</strong> a programme in various locationsperiodically, and bring out lessons for thefuture. Periodic monitoring and review <strong>of</strong>implementation <strong>of</strong> programmes is to bepursued regularly. Interaction across states isalso necesssary.References1.
