disunity <strong>and</strong> dissension.” 31In order to prevent <strong>and</strong> dispel the negative impact on Sino-Soviet relations, the reportproposed that the composition of the CCP’s delegation to the upcoming 21 st Congress ofthe CPSU “should sufficiently demonstrate the importance our party attaches to the unity<strong>and</strong> intimacy between the <strong>Chinese</strong> <strong>and</strong> Soviet parties.” 32 Mao transmitted the documenton the following 15 January to Liu Shaoqi, vice chairman of the CCP, <strong>and</strong> Deng Xiaoping,general secretary of the CCP, with a comment saying “<strong>The</strong> content raised in thisdocument needs to be taken seriously. How about asking the secretariat to have adiscussion of it?” 33About three weeks later, on 5 February 1959 Chen Yi sent to Mao for approval ofdraft “Instructions of the CC CCP Concerning the Correction of the Phenomena ofArrogance in Foreign Relations,” together with an attachment, “Some MaterialsConcerning the Emotions of Arrogance, Impetuosity <strong>and</strong> Taking the Enemy Lightly,”which had been prepared by the State Council Office of Foreign Affairs on 3 February1959.
