1. IntroductionThis document has been drawn up to inform all Media members about the AccreditationProcedure to be followed on the occasion of Pescara 2009 Mediterranean Games.All information necessary to organise and manage the accreditation procedure forinternational sports events has been taken into consideration in drawing up thisdocument.It allows all the members belonging to any Media category to properly identify and fill inthe Accreditation Forms (Application Forms).The Accreditation Procedure is intended to identify the people and their roles in theframework of the XVI Mediterranean Games - Pescara 2009.All participants must be accredited.Accreditation is a complex procedure whereby a special identification document is issued(badge or accreditation) to identify and control the people who are entitled to use specialservices (means of transport, catering, communication, etc.) or access restricted zones(areas, buildings and dedicated rooms).During the Pescara 2009 sport event, accreditation will be the only valid identitydocument and it will be used as an entry pass to access the event venues (competitionvenues, press centre, Mediterranean Village...)The Accreditation System will use a three-language automated application (Italian, Frenchand English) to handle all the accreditation requests, thus simplifying the procedure thatentitles different categories to different rights and privileges.The table below shows the identification codes assigned to each category (for additionaldetails on the sub-categories and relevant functions, please refer to chapter 8.0).3

2. Accreditation process and time program2.1. Accreditation processThe Media shall use authentication credentials to access the applications in thefollowing URL address: http://acr.pescara2009.it, which re-directs to the addresshttp://www.pescara2009.it/accrediti.phpSuch authentication credentials are here to attached and e-mailed to the CNOcontacts of the 23 countries participating in the Games.Applying is simple and two options are available:A. Download the Accreditation Forms from the official website (www.pescara2009.it ),fill them in manually using this Manual and send them back, together with aphotograph, via fax or courier.B. Fill in the electronic forms (Microsoft Excel Format) following the User Guideavailable in the official website http://acr.pescara2009.itIn this case, the photographs shall be separately e-mailed using the photo packagesystem (picture size must not exceed 2M bytes) or a cd-rom.Attention: The following options are available for2.222registration- Paper Application form and Electronic ApplicationForm -6


3. 3.1. Accreditation Application Forms are distributedAfter identifying the CNO’s contacts, the COJMP shall send the forms together with thefollowing, by February 28 th 2009:• Username and password to enter the Accreditation System on the Internet (seeattached letter)• Accreditation Manual for the appropriate (Media) group• User Guide for the Electronic Accreditation Program• Package “Consignment receipt” (ADC) to be filled in and immediately faxed back to0039/(0)85/4223676 or e-mailed to acr@pescara2009.it.The original document must be sent together with the filled-in Application Forms.3.2. Accreditation Application Forms are filled in and sent backThe Media contact points shall fill in the individual Accreditation Forms and fax or sendthem on line together with the Media Organisation authorization sheet, signed andstamped by the person in charge by 24 th April 2009 at the latest.The applications shall be sent to the CNO’s of the home state, which will then send all theMedia Accreditations to the Organising CommitteeHere follow some examples of Manual and Electronic Accreditation Application Forms9

A. Read the following information carefully before filling in theAccreditation Application Forms Information must be either typed or clearly printed in block lettersIf you fill in the Application form manually, use a blue or a black ink pen.Do not write in the fields with the grey background, which are reserved for theCOJMP All Accreditation Application Forms have a univocal alphanumericidentification code Mistake corrections are accepted provided that they are clear and legible.The Application Forms cannot be kept or destroyed; they must be returnedwith the wording "Not Valid" on the front page. All empty fields in the application forms must be filled in using Romanalphabet block letters (English or French Alphabet), while Arabic numbersmust be entered in the number fields.(ABCDEFGHIJKLMNOPQRSTUVWXYZ)(0 1 2 3 4 5 6 7 8 9 ) A recent, high colour quality photograph (dimensions 35mm x 45mm) must beattached to any accreditation application. If a hardcopy of the documentation issent, the applicant’s name and ID number must be written in block letters onthe back of the photograph; if the documentation is sent electronically, thephotographs must be sent via regular mail or courier or e-mailed (maximumsize 2Mbytes); the membership in a specific category, first name, family nameand identity document number must be specified in the file.For further details, please refer to the chapter Photo Guideline in the attachedUser Guide.13


All Application Forms must contain the date, signature and stamp of the MediaOrganisation.The forms containing no stamp or signature shall not be accepted. Triplicate prints of the Accreditation Application Forms are required;two signed and stamped copies shall be faxed or e-mailed to the CNO; thethird copy must be kept by the applicant for registration The accreditation applications received after the deadline shall not be valid. Follow the detailed instructions contained in the attached User Guide to fillin the fields.B. DeadlineThe paper or electronic Accreditation Application Forms with the attachedphotograph must be received by COJMP by 24 th April 200914


3.3. Data entry in the Accreditation SystemThe COJMP will collect the Forms and enter the identification data in the system, toassign the rights, accesses and privileges according to the roles of the accredited persons,between February and April 2009.3.4. Form check and final approvalIn May 2009, after verifying the validity and correctness of the data recorded in theAccreditation data bank, the COJMP will make the necessary changes, if any, andelectronically send a "status report" containing the pre-accreditation data, thus startingan additional data correctness check before generating the pre-accreditation card.NOTE: The final report must be signed by the NOC of the home state forvalidation, stamped and sent back via express courier15


3.5. Entry requirements for ItalyThe countries which are adhere of the Schengen agreement require no special entryauthorisations for Italy.An identity card valid for expatriation issued by the home states is accepted, providedthat it does not expire before 31 st December 2009.The countries whose citizens need visas for entry into Italy (Albania, Algeria, Bosnia-Herzegovina, Egypt, Lebanon, Libya, Morocco, Serbia, Syria, Tunisia, Turkey) arerecommended to timely apply for visa issue.An emergency procedure for entry visa issue has been established by the Ministry ofForeign Affairs in the Embassies or Consulates of the above-listed countries.Applications can be submitted as early as 25 th March 2009, i.e. three months before theopening of the XVI Mediterranean Games.For further clarification, please contact the Protocol and International RelationsDepartment of the Organising Committee of Pescara 2009.16


3.6. Accreditation card preparation and issueThe accreditation cards will be gradually prepared, according to the dates on which thefilled-in and approved accreditation Forms are returned, between 11 th June and 17 th June2009.Pre-accreditation cards will only be issued to applicants who have sent the accreditationapplications with the photographs before 24th April 2009.Here below is an example of an accreditation template:Figure 1 FrontFigure 2 Back17


3.7. 4. ID and Accreditation Card4.1. Cards stolen, lost or damaged before arrival• Should an accreditation card be stolen, lost, or damaged before arrival in Italy, theholder shall inform the Responsible Organisation. In turn, The R.O. shall informthe COJMP Accreditation Centre in writing. The centre will invalidate the relevantcard: only after arriving in Italy will the accredited person be able to require a newissue by one of the authorised Centres.• Should the card be stolen, lost or damaged after arrival in Italy, the holder mayreport the event directly to the COJMP Accreditation Centre in writing, makingsure that the declaration is duly signed by the Responsible Organisation’s relevantofficial; only then will it be possible to issue a new accreditation card.5. Special Accreditation CardsIn addition to personal accreditation cards, special accreditation cards have been createdto integrate the standard card functions and extend some privileges on a temporarybasis, as well as to facilitate accreditation procedures in specific circumstances. In orderto meet the above-mentioned requirements, the following types of special accreditationcards for the Media Family have been identified.19


5.1. 1-Day PassesThese passes will be valid only on the day of issue. They may be issued by anyAccreditation Centre, do not need to be returned, and grant temporary access to:1) Mediterranean Family Hotels 2) Mediterranean Village 3) Sports Venues.1. Should Guest and Residential Passes be required, upon written request by theResponsible Organisations’ referent official,(submitted no later than 6.00 pm onthe previous day), all necessary verifications will be carried out and onlyafterwards will it be possible to authorise the issue.2. Every National Olympic Committee will have available a certain number of 1-daypasses, depending on the sports delegation size. The passes will grant access tothe Mediterranean Village.The passes given to the media granting access to the residential area will becounted as part of the allotment assigned to each CNO. All visitors allowed intothe Mediterranean Village must follow the ICMG policy regarding theMediterranean Village.The passes will have to be requested in writing by 6.00 pm on the previous day bythe Responsible Organisations’ referent official and collected at the VillageAccreditation Centre on the day required.3. Should the main accreditation card be lost and access to a certain facility benecessary, following verification of the accreditation holder’s ID and all othernecessary checks, a 1-day-pass may be issued while waiting for a new personalaccreditation card.20


5.2. Additional access meansFor specific categories of operators and in specific situations, the main accreditation cardshould be associated with additional ID verification systems granting access to highlyrestricted areas.• Accredited photographers and cameramen will be provided with special bibs to beworn to enter designated areas• Adhesive label for the opening ceremony• Adhesive label for the closing ceremony• Parking pass21


Parking passes will be granted to previously-authorised and duly accreditedoperators,and shall be clearly displayed inside vehicles.The parking areas inside stadiums and near sports halls will include dedicatedareas for direction and satellite vehicles (lorries and vans) of the TV broadcasterscovering the event.22


6. Access to press stands and press centres6.1. Main Press CentreThe MPC is located on the “Tribuna Adriatica” stands of the Stadio Adriatico - the venueof the Opening Ceremony and of football matches and athletics competitions. Thecentre's overall surface exceeds 900 sq m, on two floors.The ground floor extends over 440 sq m overall, and features all ancillary services.The approximately 450 sq m-first floor hosts offices and technical areas.All necessary technology will be in place to meet all accredited journalists' needs.The Main Press Centre will also include:• a meeting room;• a Conference Room (seating 60 people) with desk and backdrop and fitted with anaudio system and three booths for simultaneous interpretation;• one corner for short interviews, with sponsor backdrop;• a TV Area with wide screens showing, in low frequency, all top events scheduledfor the day;• a fully-equipped Computer Area/Press Room featuring over 160 workstations;• a Hospitality Area;• a Shuttle Area, with a timetable, competition venue destinations, and informationprovided in 4 languages: Italian, French, English, and Arabic.Additional services will also be provided to the Press, including:• Post Office;• Travel Area;• Help Desk – to ensure quick solutions in case of technical problems and minorrepair services on equipment (computers, cameras, etc.).23


6.2. International Broadcasting CentreDue to logistic needs and in order to facilitate Press activities as much as possible, theIBC will also be located inside the Stadio Adriatico, on the first floor of the MPC, in the“Tribuna Adriatica” stands.6.3. Work areas for the Media at Competition VenuesPRESS STANDS AND PRESS ROOMSA general description of the services available for the Press is provided below.PRESS STANDS• Fully-equipped workstations for print media journalists (with power-supplysockets, telephone line and connections);• TV boxes with telephone line and connections, power-supply sockets, anddistribution cables;• workstations for radio stations, also equipped with power-supply sockets,telephone line, and connections.PRESS ROOMS• Adjacent to the conference rooms, they will be furnished with desks, power-supplysockets, telephone lines and connections.CONFERENCE ROOMS• Area for TV interviews and area for press conferences.MIXED ZONEHOSPITALITY AREAS:• Fully-equipped Hospitality Areas will be set up both in the Press Stands and in thePress Room.24


6.4. Media GuideAll Media representatives will be provided with a pocket-size Media Guide published in 4languages: French, Italian, English, and Arabic.The Guide will include all necessary information on accommodation, transportation,services, useful numbers, and additional information.As regards Accommodation and Transportation, during the accreditation phase we willduly inform all the people involved about all aspects currently being defined.The same will apply to Host Broadcasting.6.5. Access criteria to restricted areasAutomatic AccessAll accreditation persons will be entitled to access the stands specified on theiraccreditation card and the zones assigned to their category, subject to availability, withthe exception of the opening and closing ceremonies, for which designated entrancetickets will be assigned.Access with ticketsIn certain cases, previously defined and communicated, access to the venues and thereserved stands may be granted to specific categories, subject to the presentation of aticket in addition to the accreditation card.25


7. Access ControlThe application of accreditation regulations and access control will ensure the smoothand safe circulation of all accreditation card holders at Mediterranean Games facilitiesand venues.7.1. Accreditation Cards Operating SystemA combination of codes and colours identifies the rights of access to the facilities.Control PointsThere are two stages of access control to the Mediterranean facilities:• Access to the perimeter• Internal circulationAccess to the perimeter of sports venues and non-sports venuesSports/non-sports venues to which access is allowed are shown on the accreditation cardin the "accessible venues" section.Circulation inside sports venuesThe “accessible zones” specified on the accreditation card define the areas of circulationinside the venues.For example, to be able to access the Main Press Centre, the card should bear number "4".Circulation inside competition fieldNo control is envisaged in these sites.Layout of sports venuesThe layout of different areas and zones inside a sports venue is shown in the diagrambelow.The codes indicated on the diagram correspond to the ones shown on the accreditationcard.26
