2. Configuration Management Organization2.1. Project OrganizationThe Office of the Executive Secretariat in conjunction with the Office of InformationManagement – Customer Support (HR-44) is responsible for ensuring the DOCS systemdevelopment and maintenance is managed and performed in the most efficient andproficient manner. HR-44 has identified a Program Manager/Technical Monitor. TheDepartment’s project organization also includes the DOCS System Owner, DOCSSystem Administrator, and Partnering Program Offices.The support service contractor is responsible for performing DOCS systemdevelopment, and has identified a DOCS Project Manager. Project organization alsoincludes the DOCS Senior Technical Manager, the DOCS Configuration Management(CM) representative, and the DOCS Quality Assurance (QA) representative. DOCSConfiguration Management (CM) and Quality Assurance (QA) are supported by thecontractor’s Information Management department Quality Improvement Organization.2.2. Configuration Management AuthorityThe authority for the implementation of the DOCS configuration management practicesis derived from the Office of the Executive Secretariat. The application of thesepractices and procedures will ensure each system change proposal meets programobjectives, and is necessary or offers a significant benefit.2.3. Configuration Management Roles and ResponsibilitiesDOCS configuration management (CM) is responsible for all aspects of CM performedon the project. A CM Representative is assigned to ensure that all CM functionsdescribed in this plan are established and performed in a timely manner, and that CMstandards and goals are attained within the framework of the Software EngineeringInstitute Capability Maturity Model (SEI CMM). DOCS CM operates under the premisethat the proper amount of CM to be applied to the project is the least amount necessary todo the job. Therefore, CM responsibilities may be performed by project personnel as acollateral duty in conjunction with their primary assignments in order to make moreeffective use of resources. The CM Representative will be responsible for trainingDOCS personnel to ensure that they acquire sufficient CM expertise to accomplish anyCM-related tasks assigned them.Table 1-1 on the following page lists each supporting group and their CM roles andresponsibilities.Docsscb5c.doc Page 9 of 93 2/23/2007
