2. <strong>Configuration</strong> <strong>Management</strong> Organization2.1. Project OrganizationThe Office <strong>of</strong> the Executive Secretariat in conjunction with the Office <strong>of</strong> Information<strong>Management</strong> – Customer Support (HR-44) is responsible for ensuring the <strong>DOCS</strong> systemdevelopment and maintenance is managed and performed in the most efficient andpr<strong>of</strong>icient manner. HR-44 has identified a Program Manager/Technical Monitor. The<strong>Department</strong>’s project organization also includes the <strong>DOCS</strong> <strong>System</strong> Owner, <strong>DOCS</strong><strong>System</strong> Administrator, and Partnering Program Offices.The support service contractor is responsible for performing <strong>DOCS</strong> systemdevelopment, and has identified a <strong>DOCS</strong> Project Manager. Project organization alsoincludes the <strong>DOCS</strong> Senior Technical Manager, the <strong>DOCS</strong> <strong>Configuration</strong> <strong>Management</strong>(CM) representative, and the <strong>DOCS</strong> Quality Assurance (QA) representative. <strong>DOCS</strong><strong>Configuration</strong> <strong>Management</strong> (CM) and Quality Assurance (QA) are supported by thecontractor’s Information <strong>Management</strong> department Quality Improvement Organization.2.2. <strong>Configuration</strong> <strong>Management</strong> AuthorityThe authority for the implementation <strong>of</strong> the <strong>DOCS</strong> configuration management practicesis derived from the Office <strong>of</strong> the Executive Secretariat. The application <strong>of</strong> thesepractices and procedures will ensure each system change proposal meets programobjectives, and is necessary or <strong>of</strong>fers a significant benefit.2.3. <strong>Configuration</strong> <strong>Management</strong> Roles and Responsibilities<strong>DOCS</strong> configuration management (CM) is responsible for all aspects <strong>of</strong> CM performedon the project. A CM Representative is assigned to ensure that all CM functionsdescribed in this plan are established and performed in a timely manner, and that CMstandards and goals are attained within the framework <strong>of</strong> the S<strong>of</strong>tware EngineeringInstitute Capability Maturity Model (SEI CMM). <strong>DOCS</strong> CM operates under the premisethat the proper amount <strong>of</strong> CM to be applied to the project is the least amount necessary todo the job. Therefore, CM responsibilities may be performed by project personnel as acollateral duty in conjunction with their primary assignments in order to make moreeffective use <strong>of</strong> resources. The CM Representative will be responsible for training<strong>DOCS</strong> personnel to ensure that they acquire sufficient CM expertise to accomplish anyCM-related tasks assigned them.Table 1-1 on the following page lists each supporting group and their CM roles andresponsibilities.Docsscb5c.doc Page 9 <strong>of</strong> 93 2/23/2007
