facilities were analyzed us<strong>in</strong>g conventional, unconventional, and nuclear weapons<br />
appropriate for the attack, 98 with a focus on fixed <strong>in</strong>stallations. 99 By April 1994, the<br />
process had advanced far enough so that the new STRATCOM commander, Admiral<br />
Henry G. Chiles, Jr., could report to Congress:<br />
"Systems and procedures to accomplish this task have been developed,<br />
and plann<strong>in</strong>g coord<strong>in</strong>ation with regional commanders has begun….In a<br />
support<strong>in</strong>g role, STRATCOM will provide its plann<strong>in</strong>g expertise to assist<br />
geographic unified commanders when required." 100<br />
The SILVER Books project was focused on counterproliferation and was part of a<br />
broader effort called the Theater <strong>Nuclear</strong> Support model to more fully <strong>in</strong>tegrate<br />
STRATCOM <strong>in</strong>to theater nuclear plann<strong>in</strong>g. By February 1994, the necessary directives<br />
had been drafted to support DCA plann<strong>in</strong>g and promulgate mission plans to the CINCs.<br />
This <strong>in</strong>cluded an update of the Theater Support STRATCOM Adm<strong>in</strong>istrative Instruction<br />
(SAI) with several sections that formalized all <strong>in</strong>ternal procedures for theater nuclear<br />
support. Another concerned the assignment of STRATCOM as manager of the<br />
worldwide SAS/PAL system for non-strategic nuclear forces. 101<br />

Several disagreements were hammered out dur<strong>in</strong>g this period. A conference organized<br />
by Jo<strong>in</strong>t Staff at the Pentagon <strong>in</strong> early February 1994 <strong>in</strong>cluded staff from STRATCOM,<br />
ACC, and the regional CINCs. ACC objected to STRATCOM provid<strong>in</strong>g “stick routes”<br />
to the ACA fighter-bombers, argu<strong>in</strong>g that “the pilots <strong>in</strong> the field are better equipped to<br />
