therefore ma<strong>in</strong>ta<strong>in</strong> adequate nuclear forces <strong>in</strong> <strong>Europe</strong>. These forces need to have<br />

the necessary characteristics and appropriate flexibility and survivability to be<br />

perceived as a credible and effective element of the allies' strategy <strong>in</strong> prevent<strong>in</strong>g<br />

war. They will be ma<strong>in</strong>ta<strong>in</strong>ed at the m<strong>in</strong>imum level sufficient to preserve peace<br />

and stability.” 167<br />

With the adoption of the Strategic Concept, NATO reaffirmed U.S. nuclear forward<br />

deployment <strong>in</strong> <strong>Europe</strong> and the <strong>in</strong>volvement of non-nuclear countries <strong>in</strong> nuclear strike<br />

plann<strong>in</strong>g. The first steps to implement the new concept were quickly taken at the June<br />

2000 NPG meet<strong>in</strong>g by sett<strong>in</strong>g new force-level goals to the year 2006. 168<br />

<strong>Nuclear</strong> Burden-Shar<strong>in</strong>g Beg<strong>in</strong>s to Unravel<br />

By the end of November 2000, however, it was clear that the agreement over nuclear<br />

burden shar<strong>in</strong>g began to fray with the authorization to remove the rema<strong>in</strong><strong>in</strong>g nuclear<br />

weapons from Greece. The NATO meet<strong>in</strong>g of December 2001 was silent about this<br />

historic event and the implications it may have had on the pr<strong>in</strong>ciple of nuclear-burden<br />

shar<strong>in</strong>g. The removal of nuclear weapons from Greece is a clean break with the 1999<br />

Strategic Concept, but the language of the f<strong>in</strong>al communiqué from the December meet<strong>in</strong>g<br />

of the NPG rema<strong>in</strong>ed the same, affirm<strong>in</strong>g “the cont<strong>in</strong>u<strong>in</strong>g validity of the fundamentally<br />

political purpose and the pr<strong>in</strong>ciples underp<strong>in</strong>n<strong>in</strong>g the nuclear forces of the Allies as set<br />

out <strong>in</strong> the Alliance's 1999 Strategic Concept.” 169<br />
