2001 NPG F<strong>in</strong>al Communiqué: “At our <strong>Nuclear</strong> Plann<strong>in</strong>g Group meet<strong>in</strong>g,<br />
we reaffirmed the cont<strong>in</strong>u<strong>in</strong>g validity of the fundamentally political<br />
purpose and the pr<strong>in</strong>ciples underp<strong>in</strong>n<strong>in</strong>g the nuclear forces of the allies as<br />
set out <strong>in</strong> the alliance's 1999 Strategic Concept. We emphasize aga<strong>in</strong> that<br />
nuclear forces based <strong>in</strong> <strong>Europe</strong> and committed to NATO cont<strong>in</strong>ue to<br />
provide an essential political and military l<strong>in</strong>k between the <strong>Europe</strong>an and<br />
North American members of the alliance.” 190<br />
Instead of formulat<strong>in</strong>g a clear and bold new vision for its nuclear policy for the 21 st<br />
century, NATO bureaucrats have put together a hodgepodge of justifications consist<strong>in</strong>g<br />
of slightly rewritten policy language from the past, outdated remnants of Cold War<br />
threats (Russian non-strategic nuclear weapons), unsubstantiated claims of deterr<strong>in</strong>g<br />
proliferators of weapons of mass destruction, vague and exaggerated rhetoric about<br />
preserv<strong>in</strong>g peace and prevent<strong>in</strong>g “any k<strong>in</strong>d of war,” and peripheral managerial issues of<br />
provid<strong>in</strong>g a political and military l<strong>in</strong>k between <strong>Europe</strong> and the United States. Under this<br />
vision, forward-deployed U.S. nuclear weapons appeared to serve essentially any purpose<br />
aga<strong>in</strong>st any opponent <strong>in</strong> <strong>Europe</strong> or outside the region.<br />
