In cases where the applicants come under the categories listed in Annex 5B which are subject toconsultation of a central authority - the Ministry of Foreign Affairs or another body - (Article 17(2)of the Convention), uniform visas and long-stay visas valid concurrently as short-stay visas shall beissued according to the procedure outlined below.The diplomatic mission or consular post with which an application has been lodged by a personfrom one of these categories shall in the first instance check, by carrying out a search in theSchengen Information System, whether an alert has been issued on the applicant for the purpose ofrefusing entry.It shall then follow the procedure outlined below:(a)ProcedureThe procedure under (b) shall not apply when the visa applicant is the subject of an alert inthe Schengen Information System for the purpose of refusing entry.(b)Transmission of applications to the national central authorityThe diplomatic mission or consular post with which an application has been lodged by aperson from one of the categories subject to consultation shall transmit this applicationimmediately to the central authority in its country.– If the central authority decides to refuse an application for which the Contracting Partyapplied to is responsible, it shall not be necessary to begin or to continue a consultationprocedure with the central authorities of the Contracting Parties which asked to beconsulted.9042/10 PR/lm 40DG H 1 AEN
