4.3 Proposed RoadwayImprovementsExisting roadways will be expanded and new facilities built toserve <strong>Candlestick</strong> <strong>Point</strong> and <strong>Hunters</strong> <strong>Point</strong> <strong>Shipyard</strong> and thesurrounding Bayview neighborhoods. This expansion will includea new special-access bridge, widening <strong>of</strong> existing streets, andother improvements, as shown in Figure 8 and describedbelow.1. Harney Way WideningHarney Way, with its access to the US 101 Freeway, will functionas the southern gateway to the project. The existing four-lanefacility would be rebuilt as a new five-lane auto facility (Figure9) with right-<strong>of</strong>-way reserved for an additional auto lane to bebuilt in the future as needed to serve increased traffic levels(Figure 10). In addition, a left turn lane on eastbound HarneyWay would be incorporated at both the Thomas Mellon Drive andExecutive Park East Boulevard intersections to provide accessto Executive Park. A westbound right turn lane will be providedat Executive Park East Boulevard to provide access to ExecutivePark. New traffic signals will be installed at Thomas Mellon Driveand Executive Park East Boulevard. In addition to the autolanes, two lanes would be constructed adjacent to the roadwayto accommodate exclusive BRT operations and Class I or Class <strong>II</strong>bicycle lanes would be provided on both sides <strong>of</strong> the roadway.2. New Primary Roadway through <strong>Candlestick</strong> <strong>Point</strong><strong>Candlestick</strong> <strong>Point</strong> will be served by a new four- to five-laneroadway approximately following the current path <strong>of</strong> GiantsDrive and Arelious Walker Drive. The roadway would also havea 13-foot median to accommodate left turn lanes at majorintersections. Sidewalks, curb ramps, and streetlights would beupgraded. New traffic signals will be installed at the Harney Way/Arelious Walker Drive intersection and at the Ingerson, Gilman,and Carroll Avenue intersections. Portions <strong>of</strong> the roadway wouldaccommodate exclusive BRT operations. Class <strong>II</strong> bicycle laneswould be provided on both sides <strong>of</strong> the roadway.3. New Connecting RoadwaysRoadway connections between <strong>Hunters</strong> <strong>Point</strong> <strong>Shipyard</strong> and<strong>Candlestick</strong> <strong>Point</strong> will be served by Ingalls Street, connecting toCrisp Road via Thomas Avenue and Griffith Street. Ingalls Streetand Griffith Street would contain two travel lanes and on-streetparking/loading on both sides <strong>of</strong> the roadway. Thomas Avenuewill be converted from a two-lane to four-lane facility with onstreetparking retained on both sides <strong>of</strong> the roadway. During theevening peak period, on-street parking would be prohibited onGriffith Street and Ingalls Street, such that there would be fourtravel lanes connecting the entire auto route around YosemiteSlough (Carroll Avenue, Ingalls Street, Thomas Avenue, GriffithStreet, and Crisp Avenue). New signals will be installed atthe intersections <strong>of</strong> Thomas Avenue/Ingalls Street and PalouAvenue/Crisp Road.43Project Definition
