• Carpool and vanpool ridematching services, with allocatedparking spaces and reduced parking charges;• Guaranteed Ride Home program for registered carpool,vanpool and transit riders in emergency situations; and• Information boards/kiosks displaying transit routes andschedules; carpooling and vanpooling information; bicyclelanes, routes, paths and facility information.Furthermore, employers will be encouraged to <strong>of</strong>fer programsto reduce auto use and support the use <strong>of</strong> alternative modesincluding the following:• Alternative commute subsidies and/or parking cash-out,where employees are provided with a subsidy if they usetransit or commute by alternative modes;• Opportunities to purchase commuter checks;• Opportunities to provide subsidized vanpool service;• Marketing <strong>of</strong> alternative travel options, with employersencouraged to provide information to customers regardingalternative modes <strong>of</strong> travel;• Compressed work week and flextime, where employeesadjust their work schedule to reduce vehicle trips to theworksite; and• Telecommuting options.The TC will work with employers to ensure that employees arekept fully informed <strong>of</strong> the available programs and promotionalactivities, and will be available to assist with new employeeorientation. In addition, the TC will be available to coordinatethese services on behalf <strong>of</strong> the smaller employers.Carpool/Vanpool ElementsCarpool and vanpool ridematching services would be <strong>of</strong>feredthrough the TDM program, and designated spaces in parkingfacilities would be provided free to vanpools. A designatedsigned area near the transit centers would be reserved forcasual carpooling.Proposed implementation measures include the following:• Within the commercial zone, preferential parking spaceswill be reserved for carpoolers;• A casual carpool pick-up point will be designated;• All employees and residents who are registered carpool/vanpool users will be guaranteed a ride home whencarpooling or vanpooling;• A database <strong>of</strong> carpool/vanpool participants will be collectedand maintained by the TC; and• A real-time carpool match program will be provided on the<strong>Candlestick</strong> <strong>Point</strong>/<strong>Hunters</strong> <strong>Point</strong> <strong>Shipyard</strong> website.Carshare ElementsThe Transportation Coordinator will work with local carsharingorganizations to provide a network <strong>of</strong> carshare vehicles parkedin neighborhood “pods”, each within a half mile <strong>of</strong> all residences.Members will be allowed to use vehicles when needed, payingbased on how much they drive, thus reducing the fixed costsassociated with private automobile ownership.Transportation Program62
