Generally, improvements to roadways that are expected tocarry traffic to and from the new NFL stadium will be constructedin <strong>Phase</strong> 1. (See Chapter 6 for a more detailed discussion<strong>of</strong> gameday traffic conditions). These include Harney Way,the Yosemite Slough Bridge, and improvements to IngallsAvenue, Thomas Avenue, Carroll Avenue, and Griffith Street(the auto route around Yosemite Slough). If the stadium isnot constructed, some <strong>of</strong> these improvements may be delayeduntil typical traffic volumes associated with the developmentreach levels that warrant the improvements. A more detaileddiscussion <strong>of</strong> the development-related “triggers” for roadwayimprovements is included in the project’s Infrastructure Plan.A similar concept has been developed for the transitimprovements, as shown in Table 16. Transit routes servingthe <strong>Hunters</strong> <strong>Point</strong> <strong>Shipyard</strong> (<strong>Hunters</strong> <strong>Point</strong> Express (HPX),23-Monterey/24-Divisadero, 44-O’Shaughnessy, and 48-Quintara) would be extended to serve the site in the earlystages <strong>of</strong> <strong>Phase</strong> 1, at somewhat lower frequencies thanexpected with full buildout. Gradually, as development in the<strong>Hunters</strong> <strong>Point</strong> <strong>Shipyard</strong> occurs, frequencies <strong>of</strong> these routeswill be increased to correspond to the level <strong>of</strong> development.Similarly, routes serving <strong>Candlestick</strong> <strong>Point</strong> (<strong>Candlestick</strong> <strong>Point</strong>Express (CPX) and 29-Sunset) will be extended into the sitein the relatively early stages <strong>of</strong> <strong>Phase</strong> 2, when the bulk <strong>of</strong>the <strong>Candlestick</strong> <strong>Point</strong> development is scheduled to occur.The 1,253 homes in <strong>Candlestick</strong> <strong>Point</strong> associated with <strong>Phase</strong>1 would be served by the existing 29-Sunset route, and nomodifications are necessary in this phase.The Muni Line 28L/BRT route would be implemented andextended in <strong>Phase</strong> 2, with completion <strong>of</strong> the Geneva Avenueextension and US 101/Harney Way interchange reconstructionand with the beginning <strong>of</strong> substantial development <strong>of</strong> the<strong>Candlestick</strong> <strong>Point</strong> site.Table 16: Transit Improvement PhasingTransit Improvement <strong>Phase</strong> 1 <strong>Phase</strong> 2 <strong>Phase</strong> 3A.
