Appendix CSample WTD policySouth Manchester Hospitals(NHS) TrustMonitoring Of Hours Policy –Junior Doctors3.2 The study of all rotas will be per<strong>for</strong>med over a sixmonth period starting April and October each year3.3 Monitoring will be undertaken <strong>for</strong> a period of 14days to include two weekends, or <strong>for</strong> a periodagreed with the clinical director3.4 If there is disagreement about the outcome of awork study, or if the results are inconclusive, afurther exercise will be taken within the specialty.1.0 IntroductionSouth Manchester Hospitals NHS Trust is committed tosafe working practices <strong>for</strong> all junior doctors in training.The New Deal as set out in HSC 1998/240 and theWorking Time Directive (WTD) that came into effect on1st August 2004, set down standards that put limits onthe hours that junior doctors work, thus ensuring thatadequate rest is taken.It’s recognised that a continuous and robust system ofmonitoring junior doctors’ hours and work intensity isestablished that involves all junior doctors within thetrust. Monitoring of hours is a mutual obligation <strong>for</strong>both the employer and the junior doctor.The implementation of the new pay banding system inDecember 2000 was dependent upon the capture oftimely and accurate monitoring data. The arrangementsset out in this policy will ensure that where possible paybanding will accurately reflect the intensity and hoursthat the doctors actually work.2.0 Who The Policy Applies ToThe policy applies to all junior doctors who work atSouth Manchester Hospitals NHS trust. It also includesdoctors who participate in rotas which include juniordoctors in training, so that an accurate assessment ofthe doctors’ workload can be made. This includesresearchers, and staff grades.3.0 Method Of Monitoring3.1 Paper work diaries will be issued to each doctorparticipating in the work study4.0 Analysis And Evaluation4.1 The in<strong>for</strong>mation received from the work intensitystudies will be analysed by the medical personneldepartment and a summary report will besubmitted to each division, directorate, theimproving junior doctors working lives (IJDWL)team at the strategic health authority (SHA), theexecutive board and the trust board.5.0 Pay Banding5.1 Pay banding <strong>for</strong> additional duty hours will bedependent on the results of monitoring.5.2 Pay bands are allocated as Appendix One.5.3 Where a pay band is disputed, junior doctorsmust:• Monitor their working pattern <strong>for</strong> a period of14 days, to include two weekends• The findings will then be discussed at ahearing. The panel will include, the clinicaldirector, the directorate manager, the medicalpersonnel manager and at least one juniordoctor from the rota.5.4 If following monitoring, a decision to reduce a payband is made on the basis of change to workingpractice, the following in<strong>for</strong>mation must be sent tothe IJDWL team:• Details of any change in working practice• The monitoring data analysis• The agreement of the post holder(s)• The agreement of the clinical tutor.52
