HEC Professors Receive Civil Awards<br />

Two of the <strong>Higher</strong> <strong>Education</strong><br />

Commission’s foreign professors,<br />

Dr. Khalida Inyat Noor and Dr.<br />

Shuakat Mehmood received civil<br />

a w a r d s o n c o u n t r y ’ s<br />

Independence Day. Dr. Khalida<br />

has received the Pride of<br />

Performance while Dr. Mehmood<br />

received Sitara-e-Imtiaz.<br />

Dr. Noor, who obtained her PhD from Wales University<br />

UK, is an internationally renowned figure in<br />

Mathematics and is presently employed as HEC Foreign<br />

Professor at COMSATS Institute of Information<br />

Technology (CIIT) Islamabad. She has introduced a<br />

new technique called ‘Noor Integral Operator’ which has<br />

proved to be an innovation in the field of geometric<br />

function theory and has brought new dimensions in the<br />

realm of research in this area. She is an active<br />

researcher coupled with 35 years teaching experience in<br />

different countries.<br />

She is the editor/reviewer of over 23 international<br />

journals. She has been instrumental in establishing<br />

PhD/MS programmes at CIIT. She has over 300 research<br />

articles in reputed international<br />

journals of mathematical and<br />

engineering sciences.<br />

Dr. Shaukat Mahmood, commonly<br />

known as Maxim, has been<br />

awarded Sitara-e-Imtiaz by the<br />

Government for his services to<br />

Islamic architecture and arts. Dr.<br />

Shaukat passed his MA (Fine Arts)<br />

from University of the Punjab, Lahore winning a gold<br />

medal. He did his MSc in Architectural Conservation from<br />

the Heriot-Watt University and PhD from the University<br />

of Edinburgh. He was awarded Pride of Performance in<br />

2001 when he was serving at the International Islamic<br />

University, Malaysia.<br />

Dr. Mahmood has published over 300 papers and<br />

research papers on Islamic architecture and Islamic arts.<br />

He has been teaching at various international<br />

universities. He started his career from UET, Lahore as a<br />

Lecturer, becoming head of Architecture Department<br />

and later Dean of Architecture and Planning. Currently,<br />

he is working as HEC Foreign Professor at the College of<br />

Art and Design, University of the Punjab.<br />

HEC's Foreign Funded Programmes<br />

Pakistani Students Win International Research Fellowships<br />

The <strong>Higher</strong> <strong>Education</strong> Commission (HEC) is managing a wide array of foreign funded scholarship<br />

programmes on behalf of different international sponsors, including UNESCO, Commonwealth,<br />

Asian Development Bank, Organization of the Islamic Conference, etc.<br />

The HEC announces these scholarships in national newspapers as well as through website to invite<br />

maximum number of the applicants. This has resulted in the selection of four Pakistani students,<br />

who have been awarded research fellowships for conducting their research in top universities of<br />

China and Poland.<br />

Tanzila Saba has been selected under UNESCO-Keizo Obuchi Research Fellowship Programme<br />

Cycle-2010, Bushra Qureshi and Humaira Ihsan have been selected under UNESCO-People<br />

Republic of China Great Wall Co-sponsored Fellowship-2011, and Usman has been selected under<br />

UNESCO-Poland Co-sponsored Fellowship Programme.<br />

These students were nominated from Pakistan through a transparent and rigorous selection carried<br />

out by the <strong>Higher</strong> <strong>Education</strong> Commission. HEC is also facilitating execution of Commonwealth<br />

Scholarships tenable in UK, ADB Japan Scholarships, UNESCO Award and Fellowships, and Erasmus<br />

Mundus Scholarship Programme.<br />

It is worth mentioning here that in 2010, an Erasmus Mundus Scholar, Javeria Shaikh has<br />

completed her studies with distinction in three different countries (Italy, Spain and Poland) in three<br />

European Universities and secured 6 position in the world selection competition.<br />
