The complaints canbe filed electronically, by facsimile, letter, by telephone or in person.Complaints may be filed at:The Office <strong>of</strong> Municipal Investigationshttp://www.city.pittsburgh.pa.us/omi/The Office <strong>of</strong> Municipal Investigations (OMI) is responsible for coordinating the receipt, analysis andinvestigation <strong>of</strong> citizen complaints <strong>of</strong> civil and/or criminal misconduct alleged against employees <strong>of</strong> the<strong>City</strong> <strong>of</strong> <strong>Pittsburgh</strong>.This includes uniformed personnel such as Fire , Police, Emergency Medical Services, and BuildingInspection employees. OMI is a fact finder and does not make disciplinary recommendations ordecisions. Its findings are referred to the Director <strong>of</strong> the Department in which the employeeworks. OMI relies on <strong>City</strong> work rules, union contracts, Civil Service regulations, <strong>City</strong> Code, and Statelaws to define illegal and inappropriate conduct. The CPRB was created by voter referendum, and its rulesare governed by Title Six, Article VI <strong>of</strong> the <strong>City</strong> Code.The CPRB is made up <strong>of</strong> seven unpaid board members appointed by <strong>City</strong> Council and theMayor. Board members serve a four-year term. While serving, they oversee all aspects <strong>of</strong> complainthandling: from initial review to public hearings and meetings to recommendations, if applicable.The CPRB can only investigate complaints related to the <strong>City</strong> <strong>of</strong> <strong>Pittsburgh</strong> Bureau <strong>of</strong> Police and any<strong>of</strong>ficer there<strong>of</strong>.
