Eighty-onevehicles were given a state safety inspection by our six certified State Inspection Mechanics.Tow Pound Operations: Towing and Impound Services is the liaison between the <strong>City</strong> <strong>of</strong> <strong>Pittsburgh</strong> andMcGann and Chester LLC, who remains the secure facility for vehicles that are towed by the police for violatingauto laws. The unit also files the original towing notices and returns all seized revoked or suspended registrationplates and drivers licenses to PENNDOT. In <strong>2011</strong>, McGann and Chester towed and secured 8,695 vehicles forthe <strong>Pittsburgh</strong> Bureau <strong>of</strong> Police.Abandoned Vehicles: The primary goal <strong>of</strong> this section is to remove abandoned vehicles as quickly aspossible in a legal manner so as to improve neighborhoods from blight and safety hazards. It is staffed by acivilian and a police <strong>of</strong>ficer. In addition there are six police <strong>of</strong>ficers (one from each zone) assigned to tow abandoned vehiclesin their respective zones. There were 1,900 abandoned vehicles investigated in <strong>2011</strong> resulting in 1,018 were tows,693 vehicles discovered having been moved, 42 vehicles moved to private property after receiving notice and 147were brought up to code.SWAT Team/Tactical Operations Section (TOS): The primary mission <strong>of</strong> the <strong>Pittsburgh</strong> Bureau <strong>of</strong> Police SWATTeam is to provide a quick and tactical response to critical incidents. The <strong>Pittsburgh</strong> Bureau <strong>of</strong> Police recognizes that it isessential to the safety <strong>of</strong> its citizens that a highly trained and highly skilled tactical team be properly manned and available ifthe need arises to handle critical incidents. There were 145 deployments <strong>of</strong> the unit <strong>2011</strong>. Officers are involved in Homeland Security patrols for major events. Officers provide support forEMS divers in response to medical calls/rescues as well as the Underwater Hazardous Device DiverTeam which is made up <strong>of</strong> Police and EMS divers.Breath Testing Unit: The Breath Testing Unit assists in the investigation and prosecution <strong>of</strong> impaired driversthroughout the <strong>City</strong>. In addition to administering various impairment tests to determine the level <strong>of</strong> intoxication<strong>of</strong> drivers, these <strong>of</strong>ficers also respond to the various hospitals in the area to have blood drawn during theinvestigation <strong>of</strong> alcohol or drug related crashes. The <strong>of</strong>ficers in this section administer an average <strong>of</strong> 87impairment tests every month. <strong>Pittsburgh</strong> Bureau <strong>of</strong> Police Breath testing is available to other municipal policeagencies, university police departments and the PA Fish and Boat Commission. Sub categories <strong>of</strong> the BreathTesting unit include DRE (Drug Recognition Expert) and the DUI Task Force, which include monthly DUIcheckpoints. Members <strong>of</strong> the <strong>Pittsburgh</strong> Police and other agencies arrested and tested 1,048 individuals forimpaired driving in <strong>2011</strong>.
