Chapter 2: System DescriptionChapter 2 summarizes the <strong>Culver</strong> <strong>City</strong> System’s service area and presents an analysis ofavailable demographics, population growth projections, and climate data to provide the basis forestimating future water requirements.The water system description requirements are detailed in the following section of the Act:Section 10631(a) Describe the service area of the supplier, including current and projected population, climate, and otherdemographic factors affecting the supplier’s water management planning. The projected populationestimates shall be based upon data from the state, regional, or local service agency populationprojections within the service area of the urban water supplier and shall be in five-year increments to20 years or as far as data is available.2.1 AreaThe <strong>Culver</strong> <strong>City</strong> System is located in Los Angeles County and serves most of <strong>Culver</strong> <strong>City</strong> andparts of the neighboring <strong>City</strong> of Los Angeles. Figure 2-1 illustrates the customer service area of<strong>Culver</strong> <strong>City</strong> System. The service area is primarily characterized by residential land use, withsome commercial and industrial land use.2.2 DemographicsThe <strong>City</strong> of <strong>Culver</strong> <strong>City</strong> was chosen as demographically representative of the <strong>Culver</strong> <strong>City</strong>System. According to 2000 U.S. Census Data, the median age of <strong>Culver</strong> <strong>City</strong>’s residents is39.1 years. <strong>Culver</strong> <strong>City</strong> has an average household size of 2.31 and a median household incomeof approximately $51,792 in 1999 dollars or $67,640 in <strong>2010</strong> dollars.General <strong>Plan</strong> or land use information is not available for the <strong>Culver</strong> <strong>City</strong> System. Based on<strong>Culver</strong> <strong>City</strong>’s customer service area and review of recent satellite imagery, the system appearsto be near “build-out”, i.e. the planning area has reached its maximum population. There areonly a few undeveloped individual parcels in the system and any growth occurring will likely be acombination of urban expansion, redevelopment, and in-fill.
