The current version includes metrics forevaluating the validity of the data. GSWC already has a work order system in place thatdocuments leak locations and repair history.7.3.1.4 Metering with Commodity Rates for All New Connections and Retrofit ofExisting ConnectionsAll customers in Region II are metered and billed by volume on a monthly basis. A metermaintenance and repair plan has been submitted to the CUWCC. In addition, GSWC follows therequirements of CPUC General Order 103-A which prescribes minimum water system design,operation and maintenance standards for water utilities includes requirements for calibrating,testing frequency, and replacing water meters.7.3.1.5 Retail Conservation PricingAll metered customers in Region II are billed volumetrically. In addition, effective December<strong>2010</strong>, GSWC has implemented a third tier of a conservation pricing rate structure for residentialcustomers, as approved by the CPUC for Region II. The current rate structure for residentialcustomers has a fixed charge as well as volumetric escalating pricing tiers, depending oncustomer usage. Non-residential customers have a fixed charge and a fixed volumetric charge.Implementation of this revised pricing policy is the result of GSWC’s collaboration with CPUC toimplement conservation tiered rates for residential customers of investor-owned utilities. Tieredrates are consistent with the CPUC’s <strong>Water</strong> Action <strong>Plan</strong>.Implementation Steps and Schedule2009 and <strong>2010</strong> volumetric and fixed price revenue data for the Metropolitan <strong>Report</strong>ing Unit aresummarized in the BMP Coverage <strong>Report</strong> located in Appendix C.
