Metropolitanintends to provide 100 percent supply reliability to WBMWD, which in turn provides 100 percentreliability of imported water supply to the <strong>Culver</strong> <strong>City</strong> System. Section 10631(i) of the Act requires anevaluation of desalination opportunities within the <strong>Culver</strong> <strong>City</strong> System. The Act states thefollowing:Section 10631(i) Describe the opportunities for development of desalinated water, including, but not limited to, oceanwater, brackish water, and groundwater, as a long-term supply.Wholesalers providing water to the <strong>Culver</strong> <strong>City</strong> System are actively pursuing seawaterdesalination projects. <strong>Water</strong> produced by these desalination projects would increase the totalavailable water supply for the wholesalers and would, in-turn, improve the reliability of watersupply for the <strong>Culver</strong> <strong>City</strong> System. However, it is not possible at this point to quantify the amountof desalinated water that will be available for the <strong>Culver</strong> <strong>City</strong> System. The following discussionsummarizes the desalination plans of water wholesalers. Metropolitan and its member agency,WBMWD view seawater desalination as a component of a diversified water supply portfolio.Recent and continuous breakthroughs in membrane technology have helped to reducedesalination costs, leading to the consideration of desalination among the alternative resourceoptions outlined in Metropolitan’s <strong>2010</strong> Integrated Resources <strong>Plan</strong> (IRP) Update. This updatedplan describes a diversified regional strategy to include recycled water, groundwater recharge,and seawater desalination in its portfolio of methods to ensure robust water supply reliability. In2001, Metropolitan established the Seawater Desalination Program to encourage its memberagencies to develop desalination projects. In the 2004 IRP Update, Metropolitan established atarget goal of up to 150,000 ac-ft/yr of desalination capacity from its retailers by 2025. This is animportant component of the total estimated water supply production for the region.Metropolitan is also involved in efforts to assess current desalination projects and to compareproject features and applicability to Southern California.
