7.4.1.6 Commercial, Industrial, and Institutional DMMsThe Commercial, Industrial, and Institutional (CII) programs are implemented by Metropolitan onbehalf of GSWC. Table 7-8 provides a summary of CII program participation from GSWC’sRegion II customers from 2006 to 2010. GSWC customers are eligible to participate inMetropolitan’s CII program, Save-A-Buck Program for Southern California businesses. Thosewho qualify are eligible for rebates to help encourage water efficiency and conservation.Devices available for rebates include: high efficiency toilets, zero water and ultra low waterurinals, connectionless food steamers, air-cooled ice machines (Tier III), cooling tower and pHconductivity controllers, water brooms, and dry vacuum pumps (see 7.3.2.7 below). Additionally, the Save-A-Buck program offers rebates for outdoor landscaping equipment such as: weatherbased irrigation controllers, central computer irrigation controllers, rotating spray nozzlesretrofits, and high efficiency large rotary nozzle retrofits.Table 7-8:Commercial, Industrial, and Institutional ProgramsProgram 2006 2007 2008 2009 2010CII HET Rebates 310 0 442 500 500CII ULFT Rebates 0 0 74 0 0Dual Flush Toilets 0 0 29 0 0CII Urinal Rebates 47 0 17 330 240CII HECW Rebates 0 0 71 25 0Cooling Tower Controllers 0 0 1 0 0Implementation Steps and ScheduleGSWC’s goal for the next 3 to 5 years is to focus on advertising and outreach programs, including CII rebates, as described elsewhere in this chapter. If, after additional advertisingefforts it is determined that Metropolitan’s program is not meeting coverage requirements,GSWC will evaluate augmenting Metropolitan’s program. To meet BMP requirements for therequired 10 percent water savings (about 380 ac-ft/yr) by 2020, GSWC will need to support oraugment Metropolitan’s program to encourage customers to participate in rebate incentiveprograms. GSWC will also evaluate implementing additional CII water savings programs, suchas industrial process water use reductions. Methods Used to Evaluate Effectiveness and Water SavingsEffectiveness of the CII program will be evaluated by tracking multiple parameters, includingprogram participation, metered CII water use, high water users, and measuring water savingsfrom specific CII activities where practicable to show a water savings of at least 151 ac-ft peryear. There are no anticipated impacts on GSWC’s ability to further reduce demands.7.4.1.7 Large LandscapeGSWC’s large landscape program consists of identifying and contacting high-use customers, providing information and offering water use surveys, voluntary landscape water use budgets, and landscape training. While the program is available to all large landscape customers free ofcharge. WBMWD and GSWC are currently partnering in the “Ocean-Friendly” program whereFinal Report, 2010 Urban Water Management Plan – Culver City Page 7-13Golden State Water Companyg:\adminasst\jobs\2010\1070001.00_gswc-uwmp\09-reports\9.09-reports\2011-08\grp3\gswc_culvercity_2010_uwmp-final.doc
