GSWC’s customers who are in WBMWD’s service territory can apply for free landscape auditsand the installation of free weather based irrigation controllers. An increase in conservationpricing rates in 2011 is expected to prompt increased participation, and funding has beendesignated for improved program marketing. For the next 4 to 5 years,GSWC will work to increase program participation at schools and other institutional accounts toestablish landscape water budgets and decrease overall water use. Additionally, GSWC willdiscuss with Metropolitan specific measures that could be implemented to encourage broaderinterest in the multiple CII programs that are currently being offered.In order to meet BMP coverage requirements, GSWC/Metropolitan will need to developevapotranspiration-based landscape water budgets for 72 accounts with dedicated irrigationmeters per year. GSWC will also continue to offer landscape water use surveys to customerswithout dedicated irrigation meters. Devices such as weather based irrigation controllers (WBIC)and precision nozzles will also be distributed to mix-metered high water use customers whohave been determined not to be water efficient.Methods Used to Evaluate Effectiveness and <strong>Water</strong> SavingsGSWC will track increased customer participation in the CII large landscape water budgetingand rebate programs. At the implementation rate described above, it is estimated that as muchas 3,270 AF could be conserved by 2020. There are no anticipated impacts on GSWC’s abilityto further reduce demands.7.5 SBX7-7 Compliance StrategyThe SBX7-7 water use baseline for the <strong>Culver</strong> <strong>City</strong> System is 163 gpcd, and the 2020compliance goal is 142 gpcd, as detailed in Chapter 3. Several factors have contributed to arapid reduction in gpcd over the past few years, including: the economic recession, recent mildclimate conditions, implementation of a residential tiered conservation pricing structure, andother conservation measures. Over the past three years there has been a recent 10 percentdecline in gpcd in the <strong>Culver</strong> <strong>City</strong> System from 148 gpcd in 2008 to an estimated 133 gpcd in<strong>2010</strong>.
