In addition, some special courseswere tailored for senior MWRI staff to qualify them in the fields ofEnglish, information technology and management.The 2012-2017 RCTWS strategy was developed in 2011, identifyingthe four main pillars of financial perspective, customerperspective, internal processes and growth and learning. Anorganization chart was developed to fit this strategy. A primarystudy relating to ‘track change training’ was prepared to qualifyMWRI temporary staff. Renovations and improvements werealso carried out in the Kafr Elshiekh, Fayoum, Menia and Esnabranches to upgrade and enhance their capacity to achieve thecentre’s strategyIn January 2007, an agreement was signed between RCTWS andthe German Society for International Cooperation for the initiationEmployees take part in on-the-job training provided by RCTWS to Nile Basin countriesImage: MWRIof an important management programme. Today, fourtrainers who were qualified through this project stilltrain MWRI senior staff and leaders on managementwithin the regular annual plan of the centre.Future strategyThe overall strategy for RCTWS until 2050 is to becomea state-of-the-art learning provider, using advancedtechnologies and a learning process based on the mostrecent research findings in cognitive science. The centreaims to become an outstanding knowledge base andlearning facilitator, capable of providing knowledgeservices in a wide range of technologies to stakeholdersin the Egyptian water sector. It will continue todevelop training courses and other learning activitiesto support MWRI, working closely with subject matterexperts within the ministry and knowledge institutes.The centre will also work to develop the expertise ofpeople within MWRI, enabling a connection betweenlearning and work based on the current and futureneeds of employees.In the future, training should be carried out withina broader framework that includes developing themanagement capacity within ministry departmentsand projects. There is growing recognition thatirrigation technology must also take into accountenvironmental considerations and sociologicalcharacteristics such as farmers’ behaviour. Humanresources development programmes for MWRl shouldalso include training in planning (including corporatestrategy, organization and financial planning); IWRM;participatory irrigation management; environmentalengineering and water quality; public participation indecision-making; leadership and management skills;and information management. 5[ 110 ]
