76CAMPUS PARKINGEvery motor vehicle parked on a <strong>South</strong> <strong>Texas</strong><strong>College</strong> campus must have a valid parking permitaffixed in the proper location.Parking PermitsA parking permit does not guarantee a parkingspace, but does authorize parking in designatedareas.The person issued a parking permit is responsiblefor all violations and tickets cited to that permit.Individuals will be held liable for any citationsissued to vehicles on <strong>South</strong> <strong>Texas</strong> <strong>College</strong>property, whether or not the vehicles have a permit.Parking permits for students are issued at StudentInformation Centers located at all STC campuses.Call 956-872-8311 for more information on specifichours of operations and locations. Parking permitsfor faculty and staff are issued at the Security Officelocated in Room 159 of Building N at the PecanCampus (956-872-2589) and at administrativeoffices at other campuses.Parking permit fees are as follows:4 Initial permit-No Charge4 Additional or Replacement permit-$10.00All visitors must park in designated "visitor" parkingspaces or obtain a temporary permit to park ingeneral parking areas. Temporary parking permitsare available at Student Information Centers and atthe Security Office located in Room 159 of BuildingN at the Pecan Campus (956-872-2589).Individuals applying for parking permits releaseall vehicle information to the Student InformationCenters and the Security Department. Individualswill be held liable for any citations received forany vehicle on <strong>South</strong> <strong>Texas</strong> <strong>College</strong> campuses,whether the vehicle has a permit or not.<strong>South</strong> <strong>Texas</strong> <strong>College</strong> Parking Regulations1. Displaying a parking permit4 Permits for cars, trucks, and SUVs shall be hung fromthe rearview mirror and be fully visible.4 Permits for motorcycles shall be affixed in a clearlyvisible location.4 Permits shall be displayed in an upright position andnot be altered in any way.2. Citations will be issued for the followingviolations:(All laws that apply to <strong>Texas</strong> streets andhighways apply to STC campuses)4 Improper Display of Parking Permit.4 Parking Where Prohibited by Signs/Markings(Ex: Faculty/Staff, Reserved, Visitors orLoading/Unloading parking areas.)4 Parking in “visitors” spaces while anemployee or student at <strong>South</strong> <strong>Texas</strong> <strong>College</strong>4 Parking in No Parking Space/Area4 Parking alongside of islands or double-parked(taking up two parking spaces).4 Parking in a fire lane (red zone) (may besubject to tow at owner’s expense).4 Handicapped parking spaces are reserved forindividuals who have been issued a validhandicap placard or Disabled Veteran licenseplates by the state of <strong>Texas</strong> and have a valid<strong>South</strong> <strong>Texas</strong> <strong>College</strong> parking permit. Thesespaces are not for use by individuals who arenot handicap, even if the vehicle displays ahandicap placard/license plates or disabledveteran license plates.4 Failure to come to a complete stop at a stopsign.4 Driving the Wrong Way4 Moving violations such as reckless driving,speeding, and driving to endanger3. Citation Fees4 1st Citation $30.004 2nd Citation $50.004 3rd Citation $70.004 4th Citation $90.004 5th Citation $110.00 plus $100 wheel lockremoval fee (All tickets must be paid in fullin order to remove wheel-lock. No appealsgranted)4 Fire Lane (Red Zone) $50.004 Handicapped Fine $150.00 (2nd citation willresult in a wheel lock and removal fee. Noappeal granted)4 1st Moving Violation $30.004 2nd Moving Violation $50.004 3rd Moving Violation $70.00Payment of citationsIndividuals who receive tickets cited to theirassigned parking permits or vehicles areresponsible for payment of each citation issued tothem.. Payments can be submitted to the CashiersOffice during operating hours (8 a.m.-5 p.m.).Checks or money orders may be mailed inside thecitation envelope to the Cashiers Department, P.O.Box 9701, McAllen, TX 78502-9701. If a student oremployee fails to pay for a citation, a hold will beplaced on their record. If an employee fails to payfor a citation or adhere to the rules and regulations,the employee is subject to adverse personnelactions as referenced in Board Policy 4920.AppealsAppeals of citations must be submitted to theSecurity Office located in Room 159 of BuildingN at the Pecan Campus (956-872-2589) no laterthan five (5) working days from receiving thecitation. Individuals who have access to JAGNETmay submit an electronic appeal through “ParkingLinks”. Appeals turned in after the 5 workingdays will be denied. A committee will review theappeal and make a decision. The decision of theCommittee will be final and the individual shallabide by the Committee’s decision.Wheel LocksWheel locks shall not be removed until all pendingcitations have been paid. Payment will besubmitted to the Cashiers Office during operatinghours (8 a.m.-5 p.m.). After hours, payments canonly be made with check or money order at theSecurity Office, located in Room 159 of BuildingN at the Pecan Campus (956-872-2589)Incident or AccidentIf you are involved in an incident or accidenton <strong>South</strong> <strong>Texas</strong> <strong>College</strong> property that requiresemergency assistance, call 911 immediately. Forother assistance contact Campus Security at956-872-2589.
