permit, including the site evaluation approved by the localplumbing inspector, shall be submitted whenever the nature <strong>of</strong>the proposed structure would require the installation <strong>of</strong> ssubsurface sewage disposal system..5 If the property appears to be in the ResourceProtection/Floodplain (RP/FP) Overlay District, applicationsfor uses which are specifically prohibited in the RP/FP overlaydistrict but permitted in the adjacent shoreland area mustinclude an approved Letter <strong>of</strong> Map Amendment as issued bythe National Flood Insurance Program. The application thenwill be considered as one for the requested use and the CEOshall deem the property to be located in the adjacent shorelanddistrict..6 A filing fee <strong>of</strong> as established by order <strong>of</strong> the <strong>Town</strong> Councilmust accompany all applications for Shoreland Zoning permitsrequiring Planning Board approval. Outside consulting feesshall be charged in accordance with Section 608. At the time<strong>of</strong> application, the applicant also may, at the discretion <strong>of</strong> the<strong>Town</strong> Planner, establish an escrow account. This escrowaccount shall be used to pay the cost <strong>of</strong> review <strong>of</strong> theapplication by outside consultants. Monies remaining in theescrow account at the time <strong>of</strong> the Planning Board's finaldecision on the application shall be returned to the applicantwithin thirty (30) days after the Planning Board's finaldecision; provided, however, that where the cost <strong>of</strong> outsideconsultants exceeds the amount <strong>of</strong> monies in the escrowaccount the applicant shall pay to the <strong>Town</strong> prior to thePlanning Board's final decision the amount by which the actualcost <strong>of</strong> the outside consultants review exceeds the amount <strong>of</strong>monies in the escrow account..3 Procedure for Administering Shoreland Zoning Permit Applications.1 Permits issued by the Code Enforcement Officer in accordancewith the Shoreland Zoning Ordinance. Within thirty-five (35)days <strong>of</strong> the date <strong>of</strong> receiving a written application, the codeenforcement <strong>of</strong>ficer shall notify the applicant in writing eitherthat the application is a complete application, or, if theapplication is incomplete, that specified additional material isneeded to make the application complete. The codeenforcement <strong>of</strong>ficer, shall approve, approve with conditions, ordeny all shoreland <strong>zoning</strong> permit application in writing withinthirty-five (35) days <strong>of</strong> receiving a completed applicationZoning Ordinance 186 <strong>Town</strong> <strong>of</strong> <strong>Cumberland</strong>
