Organisational Structure Involving Community For Effective Watershed Development 429development is not a one shot approach,solving one problem may result in anotherproblem e.g. as landuse changes newproblems in terms of water quantities andqualities/fodder scarcity/surplus etc. mayappear. There should be a continuousinteraction with different organisers so as tocomplement the project support rolespresently played by DRDA or funding agencies.It should work as a forum where people andinstitutions can share experiences andknowledge related to natural resourcemanagement.Fig. 2 : District Resource CentreConclusionThe watershed developmentprogrammes, irrespective of organisationalset-up have improved crop yields and milkproduction as well as cropping intensityindicating better utilisation of productionbase. In all cases, improvement ingroundwater recharge is noticed, suchresource augmentation is effectively utilisedby adopting micro level planning usingtechnical skills under RO managed watershed.On the other hand, formation of affinity groupsand their effective functioning subsequent tothe programme under NGO managedwatershed clearly establishes the need inpromoting local affinity groups with focus onpoverty, livelihoods, water management, CPRmanagement and crop management underlocal level institution and build their capacitiesand capabilities in planning, developing andmanaging resources keeping productivity andequity concerns central to the programme. Ifthe concerns of conservation, productivity andequity are to be kept in harmony, all thestakeholders need to be partners of thewatershed development programme. Itmeans watershed programme should be apeople’s programme in which governmentshould participate for providing technicalsupport. Hence organisational structure tomanage watershed should be of local levelinstitution supported by affinity groups andguided by technical people at different levelson continuous basis so as to transformindividual stakeholders into self-managers.Persons thus trained will eventually becomethe effective Natural Resource Managers andwill be able to effectively implement theprogramme and foster development indifferent ways to achieve the sustainability.However, such groups need to be continuouslysupported with knowledge and information forwhich effective links with technocrats availableJournal of Rural Development, Vol. 30, No. 4, October - December : 2011
