17.0 ConclusionsSufficient need has been identified to warrant the development the Te Puke High School Community Aquaticand Indoor Recreation facility.The analysis indicates that the growing catchment population for Te Puke and surrounding areas which isestimated to reach approximately 20,000 by 2031 and their current limited access to indoor sport and aquaticfacilities support the need for the development. The planned growth of Papamoa East will also have asignificant influence on the project.The study has identified two options for the development and operation of the proposed facility which havebeen considered. These are:1. A facility with an indoor aquatic space and a two court indoor recreation centre2. A facility with an outdoor aquatic facility and a two court indoor recreation centreBoth options include a series of components within the facility that will need to be thoroughly reviewed andnegotiated by the partners to determine their level of ‘necessity’ before being included in the final facility.There is also the potential that some components may be scaled down in size, or excluded from the finaldevelopment, once the review is complete. The final decision on whether specific items are included or notwill all impact on the final cost and eventual feasibility of the development.18.0 Recommendations1. It is recommended that the key next step in the process be to develop and sign a MOU between theTe Puke High School and the Western Bay of Plenty District Council to outline the potentialrelationship and outcomes for the proposed aquatic and indoor recreation facility.2. A council / school project team should be formed to lead the development of the Te Puke aquatic andindoor recreation facility proposal and direct the negotiation and funding processes. Terms ofReference for this project team should be developed.3. Joint planning is undertaken between the Western Bay of Plenty District Council and Tauranga CityCouncil to explore potential partnership opportunities in regards to the Te Puke pool and recreationcentre proposal and avoid future facility duplication.4. A funding plan is established as a priority that proactively engages with the potential key fundingorganisations / partners.5. The project team engage with the Ministry of Education as a key partner in the development of theproposed community facility on Ministry of Education land.70
