Rather than focus on partnershipitself, the Council emphasises that:●●With or without partnership agreement on the current model,Ireland has to devise a wage and reward system which issuitable for its type of economy and which achieves its socialgoals;Regardless of pay arrangements, public policy has to address awide range of supply-side and distributional issues in a coherentway; and● Whether pay is centralised or local, organisations in both theprivate and public sector have to enhance productivity andperformance.Consequently, the Council focuses its report on the substantive tasksoutlined above, and particularly on ways in which their interactioncan provide the basis of a coherent national strategy.180
