<strong>Invest</strong>ment in <strong>Qual</strong>itymore productive dialogue on social problems and rights is possible.This requires two things, at least; first, some recognition of thecomplex issues involved and, second, exploration of the relationbetween rights and public policy and institutions.8.4.3 The Complex Meaning, Justification andInstitutionalisation of RightsIn discussion of rights a distinction is often made between:●●●First generation rights: the traditional liberties and privilegesof citizenship, covered by the first 20 articles of the UnitedNations’ Universal Declaration of Human Rights (UNDHR),such as free speech, religious liberty, the right not to be tortured,the right to a fair trial and the right to vote;Second generation rights: the socio-economic rights alsooutlined in the UNDHR, such as the right to a standard of livingadequate for health and well-being, including food, clothing,housing, work, medical care, education and necessary socialservices, and the right to security in the event of unemployment,sickness, disability, widowhood, old age or other lack oflivelihood beyond control; andThird generation rights: the rights of communities and wholepeoples, including language rights, the right to national selfdeterminationand the integrity of culture and ethnicity (Alston,1987).The Council emphasises that there are complex philosophical,political, legal and practical issues involved in the identification,creation, legislation and vindication of rights, especially social andeconomic rights. These are briefly outlined below.The Basis on which Socio-economic Rights are DefendedThe first complex issue is the very basis on which socio-economicrights are defended.
