6.14.4 Employment and income 28<br />
The unemployment rate is extremely high in <strong>the</strong> Greater Tubatse Local Municipality, with 68% of<br />
<strong>the</strong> population being unemployed. Forty-two percent of households have no solid income and<br />
29.8% of <strong>the</strong> population earns less than R9, 600 per annum.<br />
The main economic contributor in <strong>the</strong> Municipality is community work, and most of <strong>the</strong> people<br />
employed work in government offices.<br />
7 Key issues identified during scoping<br />
The issues which have been raised by IAPs are detailed in <strong>the</strong> issues and responses report in<br />
Appendix G. Concerns and benefits which have been highlighted in <strong>the</strong> scoping process are<br />
presented below. The Draft <strong>Scoping</strong> <strong>Report</strong> document was made available to all stakeholders <strong>for</strong><br />
a 15 day comment period which ended on <strong>the</strong> 31 st October 2011. No comments/ issues were<br />
received during <strong>the</strong> comments period.<br />
7.1 Social support<br />
Several suggestions were made with regard to social support <strong>for</strong> <strong>the</strong> community such as<br />
donations of slag and <strong>the</strong> construction of training facilities. The spread of HIV was also<br />
highlighted as a social issue.<br />
7.2 Communication<br />
Emphasis was placed on <strong>the</strong> importance of communicating <strong>the</strong> project to <strong>the</strong> local community. A<br />
concern was raised that not all communication is transparent and that communication with local<br />
communities needs to be improved upon.<br />
7.3 Job opportunities<br />
There was much interest in <strong>the</strong> job opportunities that will be gained from <strong>the</strong> project. It was<br />
stressed that people in <strong>the</strong> surrounding area should be prioritised during <strong>the</strong> employment<br />
process.<br />
7.4 Traffic<br />
Increased traffic, <strong>the</strong> state of <strong>the</strong> roads, and diesel shortages in <strong>the</strong> area were highlighted as<br />
potential impacts of concern.<br />
7.5 Noise<br />
Noise was highlighted as a potential impact of concern.<br />
7.6 Health and safety<br />
The health and safety of employees and <strong>the</strong> surrounding community was brought up as an issue.<br />
There was a question of how health and safety will be promoted.<br />
