SRK Consulting: 408836 Tubatse FSR Page 47 Completed Matric 10.0 Higher 4.1 6.14.4 Employment and income 28 The unemployment rate is extremely high in the Greater Tubatse Local Municipality, with 68% of the population being unemployed. Forty-two percent of households have no solid income and 29.8% of the population earns less than R9, 600 per annum. The main economic contributor in the Municipality is community work, and most of the people employed work in government offices. 7 Key issues identified during scoping The issues which have been raised by IAPs are detailed in the issues and responses report in Appendix G. Concerns and benefits which have been highlighted in the scoping process are presented below. The Draft Scoping Report document was made available to all stakeholders for a 15 day comment period which ended on the 31 st October 2011. No comments/ issues were received during the comments period. 7.1 Social support Several suggestions were made with regard to social support for the community such as donations of slag and the construction of training facilities. The spread of HIV was also highlighted as a social issue. 7.2 Communication Emphasis was placed on the importance of communicating the project to the local community. A concern was raised that not all communication is transparent and that communication with local communities needs to be improved upon. 7.3 Job opportunities There was much interest in the job opportunities that will be gained from the project. It was stressed that people in the surrounding area should be prioritised during the employment process. 7.4 Traffic Increased traffic, the state of the roads, and diesel shortages in the area were highlighted as potential impacts of concern. 7.5 Noise Noise was highlighted as a potential impact of concern. 7.6 Health and safety The health and safety of employees and the surrounding community was brought up as an issue. SRK Consulting: 408836 Tubatse FSR Page 48 7.7 Water management and quality Concerns were raised about groundwater contamination. There was also interest in where water will be sourced and how much water will be required. 7.8 Air quality Air pollution from the operation of the plant, and Cr 6+ emissions from the furnace, were key concerns. It was also highlighted that the EIA needs to be aligned with the air registration certificate. 7.9 Waste management There was a question regarding the capacity of the existing slag dumps to manage additional slag, as well as scrubber waste. 8 Potential environmental and social impacts The impacts associated with the proposed development are limited in severity and extent, as the proposed site for the proposed energy recovery plants and furnace is within the existing and operating Tubatse Chrome area. The following is a list of potential environmental and social impacts identified following a review of baseline information and the public involvement process: Air quality: Air quality issues include increased dust during construction; and increase emissions of CO2 as part of the new furnace during operation. However it is envisaged that there will be improved energy efficiency and this will result in a reduced carbon footprint through the implementation of the energy recovery plant. This will be investigated as part of an air quality specialist study during the impact assessment phase. Noise: It is envisaged that there will be an increase in noise levels during the construction and operation as a result of the new furnace, and the construction of the energy recovery plants. This will be investigated as part of a noise specialist study during the impact assessment phase. Surface- and groundwater: There will be potential impacts on surface and groundwater during construction. It is assumed that appropriate management measures will be in place during operation. These impacts will be addressed through appropriate on-site management that will be suggested in the EIA. An update of the water balance for the proposed modifications is required and this will be undertaken by a water specialist during the EIA phase. Job creation: There was much interest in the job opportunities that will be gained from the project. It was stressed that people in the surrounding area should be prioritised during the employment process. Waste: There will be an increase in waste generation during all phases of the project. Where necessary, Samancor will need to obtain the necessary authorisations for all waste management activities. Commitments for the management thereof will be included in the EIA Report. Traffic: There will be an increase in traffic congestion and decrease in road quality due to additional road traffic for transport of material during construction and operation, and commercial transport of employees to and from the site.
