Technology Active <strong>RFID</strong>-tag <strong>in</strong>corporated <strong>in</strong> non-removable bracelets for prisoners [1] <strong>and</strong> <strong>in</strong> key-cha<strong>in</strong>s for<br />
wards.<br />
Two types of location measurements are tested: triangular locat<strong>in</strong>g <strong>and</strong> zone locat<strong>in</strong>g. triangular<br />
locat<strong>in</strong>g is developed <strong>in</strong> a cooperation of KPN, Geodan, Aeroscout <strong>and</strong> Tsil<strong>in</strong>k Hardware. The<br />
zone locat<strong>in</strong>g is developed by Transquest <strong>and</strong> Wavetrend [17].<br />
DJI controls the follow<strong>in</strong>g applications <strong>and</strong>/or data [16, 19]:<br />

Case story The pilot runs from January 2006 until December 2006. In the pilot several technologies,<br />
<strong>in</strong>clud<strong>in</strong>g <strong>RFID</strong> are tested <strong>in</strong> a real environment. This pilot should lead to future options on<br />
<strong>in</strong>tegrat<strong>in</strong>g technology <strong>in</strong> prison systems. The concept is developed as part of DJI’s policy on<br />
new ways of detention where prisoners get more responsibility. Besides, it should also save<br />
costs <strong>and</strong> at the same time br<strong>in</strong>g adequate security <strong>and</strong> safety for <strong>in</strong>mates <strong>and</strong> prison personnel<br />
[9, 10, 11].<br />
The prison complex is especially built for this pilot <strong>and</strong> has six-person cells equipped with the<br />
necessary technology. A maximum of 150 prisoners, which should have a (rema<strong>in</strong><strong>in</strong>g) penalty<br />
not exceed<strong>in</strong>g four months, can stay <strong>in</strong> the complex [12, 13].<br />
The tag <strong>in</strong> the <strong>in</strong>mates’ bracelet generates a signal every 1.5 seconds, generat<strong>in</strong>g <strong>in</strong>formation<br />
about the identity <strong>and</strong> the location of the prisoner. The prisoner can use his/her tag to design<br />
his/hers <strong>in</strong>dividual day programme. This is forwarded to the wards. After approval, the<br />
programme is transferred to the system, enabl<strong>in</strong>g access to certa<strong>in</strong> areas or services.<br />
Adherence to the day programme is monitored <strong>and</strong> an alarm is activated when a prisoner is not<br />
follow<strong>in</strong>g the programme. Furthermore, the system has a credit<strong>in</strong>g <strong>and</strong> penalty function. These<br />
