Case story In the beg<strong>in</strong>n<strong>in</strong>g of 2005 the Alcatel office <strong>in</strong> Rijswijk shifted from magnetic card access to active<br />
(battery powered) <strong>RFID</strong> access. All employees received a thick card (100, 50, 5 mm), with a<br />
picture on it of themselves, to be carried visibly at all times. An active <strong>RFID</strong> chip <strong>in</strong>side the card<br />
broadcasts a signal every 1.5 seconds. Readers are placed at all doors <strong>and</strong> throughout the halls.<br />
The system as a whole registers the whereabouts of all the tags <strong>in</strong> the build<strong>in</strong>g <strong>in</strong> real time. Guest<br />
at the office also receive an active tag, of which the identity is l<strong>in</strong>ked to the person receiv<strong>in</strong>g the<br />
guest. Valuable devices such as lap tops <strong>and</strong> beamers are also tagged with active <strong>RFID</strong>. [1] This<br />
serves several functions:<br />
1. Automat<strong>in</strong>g access. On arrival, employees go through three access po<strong>in</strong>ts: the park<strong>in</strong>g<br />
lot (if they come by car), entrance to the build<strong>in</strong>g <strong>and</strong> the staircase or elevator. With<br />
active <strong>RFID</strong>s, the users don’t have to hold their cards near a reader, but just wave it <strong>in</strong><br />
its direction or not at all.<br />
2. Evacuation management: <strong>in</strong> the event of an evacuation, facility manager (Hans van der<br />
Kooij) rolls out a list of the database to see if there are any persons left <strong>in</strong> the build<strong>in</strong>g<br />
<strong>and</strong> where they may be.<br />
3. Time registration: the database registers the time of entry <strong>and</strong> exit of all employees. The<br />
net time spent <strong>in</strong> the office is presented <strong>in</strong> a time registration sheet to the employee,<br />
who then justifies hours spent on projects.<br />
4. Prevent<strong>in</strong>g theft. The identity of tagged lap tops <strong>and</strong> beamers is l<strong>in</strong>ked to the rightful<br />
owner. Once a device leaves the build<strong>in</strong>g without its rightful owner, an alarm is set off.<br />
The system sends it’s coord<strong>in</strong>ates to the camera surveillance system, which is viewed<br />
by the receptionist real time.<br />
Still, this is what the system is supposed to do. Once the pr<strong>in</strong>ciples have been put <strong>in</strong>to practice,<br />
some remarkable th<strong>in</strong>gs happened.<br />
First, the automated access. Although the <strong>RFID</strong>s are active, be<strong>in</strong>g powered by a battery <strong>in</strong> order<br />
to broadcast their signal, the communication between tag <strong>and</strong> reader does not always work<br />
properly. The reader at the entrance of the park<strong>in</strong>g lot appears to have its moods, presumably<br />
depend<strong>in</strong>g on the whether. Some readers on one floor appeared to register people mov<strong>in</strong>g on<br />
another. This was just a matter of adjustment. Still, the exit reader does not always register exit,<br />
presumable because several people move through at the same time. Also, office build<strong>in</strong>gs tend to<br />
