Accord<strong>in</strong>g to several park hosts, visitors were <strong>in</strong>formed on the presence of the tag dur<strong>in</strong>g a pilot<br />

phase, but this policy has changed as people then may refused the bags. Market<strong>in</strong>g manager<br />

Smit remarked afterwards there is no reason to <strong>in</strong>form the visitors on the presence of the tag as it<br />

does not gather personal data, only anonymous movements. The Apenheul therefore complies<br />

with privacy laws. One of the park hosts, who recollects the bags at the exit, receives questions<br />

sometimes from visitors who discover the tag (it’s tangible, about 4 to 10 cm <strong>and</strong> sowed <strong>in</strong>to the<br />

<strong>in</strong>side of the bag). Visitors reacted surprised, but never with much discontent.<br />

Real time track<strong>in</strong>g (more expensive) is currently not necessary for analys<strong>in</strong>g the flow of visitors.<br />

Still, the reader at the exit of the park is connected to a visual alarm <strong>in</strong> order to prevent visitors<br />

tak<strong>in</strong>g the bag. Each year, about 1 <strong>in</strong> 3 bags are taken by visitors. In the future all bags will be<br />

tagged, so theft will be less likely to occur. Also, once real time scann<strong>in</strong>g will be used, the park will<br />

have the opportunity to direct personnel to crowded areas, for example cater<strong>in</strong>g.<br />

This case clearly enters the grey area on what can be viewed as personal data <strong>and</strong> to what<br />

extend users need to know about <strong>in</strong>formation be<strong>in</strong>g gathered on their movements. The market<strong>in</strong>g<br />

department of the Apenheul balanced between <strong>in</strong>formed consent <strong>and</strong> spoil<strong>in</strong>g the data gather<strong>in</strong>g.<br />

If they do not <strong>in</strong>form their visitors they will run the risk of public controversy once the story gets out<br />

<strong>in</strong>to the open. But if they do, some visitors may refuse us<strong>in</strong>g the Monkey Bag, prevent<strong>in</strong>g the net<br />

sample of visitors profiles less representative.<br />

Apenheul <strong>and</strong> visited the park at the 3 rd of August 2006 for observations <strong>and</strong> eight short <strong>in</strong>terviews<br />

with park hosts. F<strong>in</strong>ally we held a telephone <strong>in</strong>terview with market<strong>in</strong>g manager Bert Smit 22<br />
