Based on the reality thathunger is mainly a problem in rural areas <strong>and</strong> that these are mostly home topopulations with no access to l<strong>and</strong>, whether through corruption or becausethere is no ordered census system for property ownership, farming permits orbecause there is a high concentration of farml<strong>and</strong> ownership not in the h<strong>and</strong>sof those who work the l<strong>and</strong>. The rapporteur put forward the need to tackle afair transparent agrarian reform process that was redistributive <strong>and</strong> guaranteedl<strong>and</strong> access as one of the main elements to eradicate hunger around the world.Several reports were dedicated to this, specifically that of 2002 which, in short,defined l<strong>and</strong> access <strong>and</strong> agrarian reform as essential elements to the right tofood <strong>and</strong> suggested paying more attention to the concept of food sovereignty<strong>and</strong> the dem<strong>and</strong>s of small-scale farmers without l<strong>and</strong>, based on the reformsalready promoted <strong>and</strong> carried out in several countries that had effectively ledto improving the situation of many people (49) .40Many other topics should be added to this issue, including gender <strong>and</strong> foodor the role of multinational corporations (50) , the relationship between the rightto food <strong>and</strong> the right to water (51) , the fish trade <strong>and</strong> fishing industry (52) , food<strong>security</strong> <strong>and</strong> sovereignty (53) , States’ extraterritorial responsibilities (54) , the rightof indigenous communities to food <strong>and</strong> the responsibility of internationalorganisations regarding the right to food (55) .
