Hizb Tawheed Wal-Qitaalperform this obligation (<strong>of</strong> Jihād), despite the fact that in the past they werethe best in the Ummah <strong>and</strong> were <strong>of</strong> the high-class sector in the Deen <strong>and</strong> insacrificing in Jihād…… If we study the battles <strong>of</strong> the Prophet (SalAllahualayhi wa ssalam) we will find the goals <strong>of</strong> most <strong>of</strong> them were to collect theresources. It suffices for us to look at the first <strong>of</strong> these battles, the GreaterBadr, which Allah, Glory <strong>and</strong> Exalted is He, called it "The Day <strong>of</strong>Dividing." This battle was particularly for taking Quraysh's resources inorder to replace the emigrant Muslim's belongings (which the Qurayshconfiscated when the Muslims emigrated from Mecca to Medina). So theeconomic factor was very important in Jihād <strong>and</strong> this advantage <strong>of</strong> takingthe spoils <strong>of</strong> war was especially for the Prophet (SalAllahu alayhi wassalam). It was one <strong>of</strong> the five special favors given to him (SalAllahu alayhiwa ssalam) which no other prophets received. Likewise, it has been given tohis followers after him (SalAllahu alayhi wa ssalam).‖ And he said;―…The companions <strong>of</strong> the Prophet (SalAllahu alayhi wa ssalam) marchedout to fight by these words. When they conquered countries <strong>and</strong> saw thefertility <strong>of</strong> the l<strong>and</strong>s they started to till the l<strong>and</strong>s <strong>and</strong> the valleys <strong>of</strong>Palestine. When the Caliph Umar ibn Al Khattāb (rah) came to know aboutthis, he sent someone to burn the harvest <strong>and</strong> someone to inform them thatthey were sent as soldiers <strong>and</strong> mujāhidīn, not as farmers. This was the waythe money flowed to the mujāhidīn <strong>and</strong> to the Islamic nations after them.And it was the primary resource for Jihād which consisted <strong>of</strong> spoils, Jizya,kharaj <strong>of</strong> the l<strong>and</strong>, etc. So the cycle <strong>of</strong> resources is like a cycle <strong>of</strong> goodnessthat comes from many sources <strong>of</strong> Jihād. After this the treasury (Baitul Mal)became full <strong>of</strong> resources <strong>and</strong> the Islamic economic cycle was completed.However, if we study the cycle <strong>of</strong> resources in our current Jihad <strong>and</strong> itsorganizations, we will find that it is contrary to the historical financialtheory.‖ The Shaykh then mentioned some very beneficial points,thus;The Method <strong>of</strong> Financing the Cells – Thubas1) Contributions <strong>of</strong> the mujāhidīn members if they can to establish thedetachments.2) Donations without conditions from the mujāhidīn who we know<strong>and</strong> trust in order to administer the Jihadi detachments.3) Spoils from the money <strong>of</strong> the disbelievers <strong>and</strong> apostates so that themujāhidīn take their portion <strong>and</strong> the treasury <strong>of</strong> the detachmentgets its portion.The Compilation Of Security And Intelligence Principles Page 122
