Hizb Tawheed Wal-Qitaalii.than that <strong>of</strong> which has spread lately about preparing (forJihad), like travelling without the having intention <strong>of</strong> Jihad.Preparing is for a specific goal only - …"Prepare… to terrorizethe enemy <strong>of</strong> Allah <strong>and</strong> your enemy, <strong>and</strong> others" as Imentioned this verse before.d. Then this ayah refers to a gentle indication, after the order toprepare <strong>and</strong> obtain weapons <strong>and</strong> war machines, to spend.This is because Allāh SWT knows the cost <strong>of</strong> this <strong>and</strong> Heknows that most <strong>of</strong> those who desire to make Jihad are poor.The verse orders spending <strong>and</strong> ends with the order to spend<strong>and</strong> promises great rewards from Allāh.As for the verse <strong>of</strong> At-Taubah:It contains important signs <strong>and</strong> important jurisprudence for therelationship <strong>of</strong> preparing with faith <strong>and</strong> its relationship withpractical Jihad. Among the distinctions <strong>of</strong> this is verse (46) whichspeaks about hypocrites <strong>and</strong> their claim <strong>of</strong> having the intention forJihad after verses (44-45) which speak about the relationship <strong>of</strong> thebelievers <strong>and</strong> how they, in fact, perform Jihad with their property<strong>and</strong> lives <strong>and</strong> they do not ask permission to flee (from fighting) likethe hypocrites do; those whose hearts are in doubt <strong>and</strong> seekpermission for an escape. And for this reason, the chapter <strong>of</strong> At-Tauba is called the "Exposer <strong>of</strong> the Hypocrites." So now the versewhich concerns us decides that among the signs <strong>of</strong> the hypocrites istheir avoiding the preparation for fighting <strong>and</strong> Jihad. Also, the versesays about them "If they wanted to go out", this means if theirintention were truthful to fight <strong>and</strong> go out (in the path <strong>of</strong> Allah)"They would have prepared something for it." That means theywould prepare to fight, which was required <strong>of</strong> them according totheir capability <strong>and</strong> capacity. This verse, also, determines that AllahSWT hated for them to go out for Jihad <strong>and</strong> discouraged them fromit (i.e. going out for Jihad) because he knew the situation, so hemade them stay behind as a mercy for the mujāhidīn. This isbecause going out for these people is harmful (for the Jihad <strong>and</strong> themujāhidīn). So the verse refers to the stages <strong>of</strong> this in the words <strong>of</strong>Allah: "If they had wanted to go out they would have preparedsomething for…sit back with those who stay back” 123123 This failure is the phenomenon <strong>of</strong> the ones who prepared but they did not want to go out.They wanted to prepare but at the same time they did not want to perform jihad.
