Hizb Tawheed Wal-QitaalAbū Mus‘ab As-Sūrī (may Allāh protect him) said 70 about thesebases; ―The secret Jihadi organizations used this manner in all Jihadiexperiences. Rather, it can be said that this method is fundamental inpreparing all secret organizations <strong>and</strong> guerilla warriors throughout theworld. Although this method only allows training on light <strong>and</strong> personalweapons <strong>and</strong> allows some lessons on how to use explosives <strong>and</strong> weapons touse in the first stages <strong>of</strong> guerilla warfare, it is proven that this method ishighly effective. The basic principle, as we will explain in guerrilla warfareoperations, is having moral motivation <strong>and</strong> the will to fight; not to increasethe knowledge <strong>of</strong> weapons which are not used by the mujāhidīn practically.Through these methods, the trainees learn how to disassemble <strong>and</strong>reassemble the weapons, <strong>and</strong> how to use <strong>and</strong> shoot them theoretically. Theywill do this practically <strong>and</strong> perform limited shooting in an empty area,cave, or in an enclosed part <strong>of</strong> a house that is sound pro<strong>of</strong>. Most <strong>of</strong> the firstshooting done by the trainee is performed during actual fightingoperations. The mujāhidīn used this method in the Syrian Jihadiexperience from 1975 to 1982 <strong>and</strong> it was very useful <strong>and</strong> successful. Indeedsome <strong>of</strong> the mujāhidīn were able to kill some <strong>of</strong> the apostates <strong>and</strong> theirhelpers in their first actual shooting operations. They developed their skillsthrough actual operations <strong>and</strong> it was a unique experience. Similarly, thishappened in Jihadi experiences in other countries…‖ <strong>and</strong> he, may Allāhprotect him, went on to elaborate; ―…From the experiences <strong>of</strong> trainingin houses, the level <strong>of</strong> the military preparation was relatively low.However, the level <strong>of</strong> <strong>security</strong> was very high because this traininghappened in a very secret <strong>and</strong> precautionary environment. Also theideological <strong>and</strong> moral training was high <strong>and</strong> it was reflected in the Jihadiideological <strong>and</strong> political underst<strong>and</strong>ing. It was also reflected in the theory<strong>of</strong> Jihadi guerilla warfare, especially in our Jihadi experiences in Syria,Egypt, Libya, Algeria, Morocco, <strong>and</strong> others.… We saw that the subjectsthat we taught in houses proved to be important, especially the educational<strong>and</strong> ideological ones. And in certain situations the cell was able to establishlimited <strong>and</strong> mobile bases. This made the operational circle to be complete<strong>and</strong> to be the model <strong>of</strong> best preparation, even if it did not reach a highmilitary level.
