Hizb Tawheed Wal-Qitaalbe one of the categories in which appropriated money is spent. This isespecially important with jihad oriented groups because it is the workchosen only by the best of the best and therefore there is only a small pool ofhuman resources that exists. So it is important to have as many brothers aspossible devote their time to the work rather than spend their prime timeseeking a living and only giving their spare time for the work. They shouldfollow the Sunnah of the Messenger of Allah (SalAllahu alayhi wa ssalam)and live of ghanīmah. This is especially important for brothers who are inpositions of leadership in their jamā'ah. Since jihad around the world is indire need of financial support, we urge our brothers in the West to take itupon them to give this issue a priority in their plans. Rather than theMuslims financing their jihad from their own pockets, they should financeit from the pockets of their enemies.‖And the Shaykh (May Allāh grant him Firdausi) ended his article bysaying;―Dear brothers: Jihad heavily relies on money. In Qur‘an, the physicaljihad is associated with jihad with one's wealth in eight verses. In everyverse but one, jihad with wealth preceded the physical jihad. That isbecause without wealth there can be no jihad. Our enemies have realizedthat. Therefore they are "following the money trail" and are trying to dryup all the sources of funding "terrorism‖. Our jihad cannot depend whollyon donations made by Muslims. The Messenger of Allah (SalAllahu alayhiwa ssalam) sent many armies for the sole purpose of raiding caravans of thedisbelievers. Not only was jihad financed by booty but also throughout ourearly history the Islamic treasury itself was mostly dependent on incomegenerated from jihad. A tax called kharaj was placed on land opened byMuslims, enslaved POWs would be sold, and the people of the book paidjizyah. All of these sources were generated through jihad. Zakah andŞadaqah represented only a small portion of the income of the Muslimgovernment. It is about time that we take serious steps towards securing astrong financial backing for our work rather than depending on donations.May Allāh grant us the high status of the mujahidin and forgive us all.‖Necessary Security Cautions1) Dividing operational funds into two parts: One part is to beinvested in projects that offer financial return, and the other is to besaved and not spent except during operations.2) Not placing operational funds [all] in one place.The Compilation Of Security And Intelligence Principles Page 127
