Hizb Tawheed Wal-Qitaal3) Persuading Militant Muslim Captives <strong>and</strong> their Scholars toIssue Statements <strong>and</strong> Verdicts Renouncing Violence:The idea <strong>of</strong> using captive Muslim prisoners as tools towardsthwarting the efforts <strong>of</strong> the Mujāhidīn isn‘t new in a broad sense,because it was a widely used practice <strong>of</strong> the enemies <strong>of</strong> Allāh tobring out the Muslim prisoners <strong>and</strong> use them as human shieldswhen facing the Mujāhidīn on the battlefield. However, in thecontext <strong>of</strong> ‗The War <strong>of</strong> Ideas‘, this methodology has shifted into amore concept-oriented campaign. And the weapons have becomeless catapults, arrows <strong>and</strong> spears, <strong>and</strong> more microphones,newspapers <strong>and</strong> television interviews. And if the enemies canconvince their captives to publicly renounce the Jihād; this would bethe equivalent <strong>of</strong> holding him as a human shield to protect themfrom the arrows <strong>of</strong> the Muslim armies. 96For instance, the author <strong>of</strong> “Unconquerable Nation”, Brian MichaelJenkins said:―We have concentrated on degrading the jihadists‘ operational capabilitiesby eliminating jihadists, but not by impeding recruiting, inducingdefections, or getting detainees to renounce jihad.‖ 97And in a chapter entitled: ―Get Detainees to Renounce Terrorism‖,he writes:―Political warfare does not end with terrorist captivity. Lacking astrategy, we have competing views <strong>of</strong> what should be done with suspectedterrorist detainees: interrogate them for operational <strong>intelligence</strong>, detainthem for the duration <strong>of</strong> the war, bring them to trial before militarytribunals or civilian courts, h<strong>and</strong> them over for imprisonment in theircountries <strong>of</strong> origin. But turning detainees against violence should beconsidered as important as interrogation. Rehabilitation is more importantthan prosecution, especially if it can be used to discourage jihadistrecruiting. Those in custody should be <strong>of</strong>fered the opportunity to quit thejihad, to repent, to publicly recant. We should not let our own desires forrevenge or our determination to see justice done get in the way.
