Hizb Tawheed Wal-Qitaalproblem is to get through <strong>and</strong> to know where <strong>and</strong> how to hide,leaving the enemy bewildered in areas he doesn't know. Beingfamiliar with the avenues, streets, alleys, ins <strong>and</strong> outs, the corners <strong>of</strong>the urban centers, its paths <strong>and</strong> shortcuts, its empty lots, itsunderground passages, its pipes <strong>and</strong> sewer systems, the urbanmujāhid safely crosses through the irregular <strong>and</strong> difficult terrainunfamiliar to the enemy, where the enemy can be surprised in afatal ambush or trap at any moment. Because he knows the terrain,the urban mujāhid can pass through it on foot, on bicycle, in a car,jeep or small truck, <strong>and</strong> never be trapped. Acting in small groupswith only a few people (Cells - thubas), the mujāhidīn canrendezvous at a time <strong>and</strong> place determined beforeh<strong>and</strong>, followingup the initial attack with new guerrilla operations, or evading thepolice cordon <strong>and</strong> disorienting the enemy with their unexpectedaudacity. It is an impossible problem for the police, in the complexterrain <strong>of</strong> the urban mujāhid, to catch someone they cannot see, torepress someone they cannot catch, <strong>and</strong> to close in on someone theycannot find.Our experience is that the ideal mujāhid is one who operates in hisown city <strong>and</strong> thoroughly knows its streets, its neighborhoods, itstransit problems, <strong>and</strong> it‘s other peculiarities. The mujāhid outsider,who comes to a city whose streets are unfamiliar to him, is a weakspot, <strong>and</strong> if he is assigned certain operations, he can endanger them.To avoid grave mistakes, it is necessary for him to get to know thelayout <strong>of</strong> the streets <strong>and</strong> the neighborhoods.3) Mobility <strong>and</strong> Speed:To insure the mobility <strong>and</strong> speed that the police cannot match, theurban mujāhid needs the following;a) Mechanization.b) Knowledge <strong>of</strong> the terrain.c) A disruption or suspension <strong>of</strong> enemy transport <strong>and</strong>communications.d) Light weapons.By carefully carrying out operations that last only a few moments,<strong>and</strong> leaving the site in mechanized vehicles <strong>and</strong> or motorcycles, theurban mujāhid beats a rapid retreat, escaping capture.
